Book excerpt: The Eastern Enlargement of the EU saw a proliferation of association agreements with countries in the 'near abroad' under EU's European Neighbourhood Policy framework. Although such agreements are considered to be strictly welfare-enhancing, there is very little evidence to show their economic effects, including their distributional consequences across space, separately from other concurrent processes (transition, internationalisation, capital deepening, etc). This paper draws on the experience of pre-accession agreements in Central and Eastern Europe to estimate the effect that such agreements had on regional growth, and thus on the long-run evolution of regional disparities, in the associated countries. We apply an event-analysis and exploit the country variation in the timing of these agreements to identify their distinctive effect on regional growth, using regional data at the NUTS3 levels covering the period from the early transition phase (1991/92) until the eruption of the financial crisis (2008). Our results provide strong evidence that EU association agreements accelerate growth; but show that this is far from evenly distributed across space - with denser, larger and more diversified regional economies gaining the most. We discuss what these findings imply for regional growth and spatial imbalances in the new wave of associated countries under the ENP.

Book excerpt: In this report we present the results of our econometric investigation of the role of (1) stabilisation and association agreements (SAAs), (2) bilateral investment treaties (BITs) and (3) free trade agreements (FTAs) in the Western Balkans and their impact on the region's inward foreign direct investment (FDI) and exports, with primary interest in the effects on intra-regional FDI and trade. We find that BITs were generally not related to intra-regional FDI (nor to the FDI from other countries). However, in a separate discussion of Serbian FDI into Montenegro we argue that the corresponding BIT between the two countries may have been an exception. The Central European Free Trade Agreement (CEFTA) contributed to increased intra-regional trade. This effect is stronger if Serbia is left out of the analysis, which may be due to the diversion of Serbian exports to the EU over the same period, possibly also facilitated by Serbia's SAA with the EU. If all regional FTAs are 'merged' with CEFTA and assessed as a single variable, its impact on exports is not significant, unless Serbia is left out of the analysis. This indicates that the early intra-regional FTAs, which were replaced by CEFTA, were weakly implemented and did not contribute significantly to stronger trade integration in the region. Finally, we find that SAAs turn out to be highly significant for FDI from the EU to signee countries, as well as for exports from these countries to the EU.

There seems to be a general, if ill-defined, belief on the part of many policymakers and academics that there is more to such agreements than the traditional gains from trade (thus the term new regionalism). Fernandez examines several possible benefits that regional trade agreements may confer on their partners, including credibility, signaling, bargaining power, insurance, and a mechanism for coordination. She assesses the conditions necessary for each of these benefits, gives stylized examples of policies that might bring about those conditions, and discusses the plausibility of those conditions existing. In this light, she examines the North American Free Trade Agreement (NAFTA) and the European association agreements between the European Union and the countries in Central and Eastern Europe. She concludes that regional trade agreements can serve a useful economic purpose beyond the direct gains from trade liberalization, by reducing uncertainties and improving credibility and thus making it easier for the private sector to plan and invest. Indeed, reducing uncertainty may be essential for realizing gains from liberalization. Whether economies benefit from a particular regional trade agreements depends on the scope and coverage of its provisions, the nature of the enforcement mechanism, the circumstances in which the agreement can be amended, and changes in the behavioral incentives for various agents in the economy that result from it. It is important to examine these factors carefully and to evaluate the feasibility of freer trade in their absence when determining the effects of regional trade agreements on world welfare. Book excerpt: The EU Central America Association Agreement is an example of the successful completion of a region-to-region agreement and therefore in line with the EU{OCLCbr#D0}’s aim of promoting regional integration in other regions through trade and association agreements. For the EU, economic welfare gains and employment effects from the trade chapter of the Agreement are because of the relative small size of the Central American market expected to be negligible. However, EU exporters will benefit from lower tariffs on manufactured goods especially in automobiles. For the Central American countries (CA), there is the potential of significant gains, but these are not evenly spread. The fact that CA exporters already benefited from zero tariffs on almost all exports to the EU under the extended Generalised System of Preferences (GSP+) means that there are relatively few sectors that will have enhanced access with the exception of bananas, raw cane sugar and shrimps. Above all, the Agreement will provide legally secure access to the EU market. The Agreement also tackles cross border services and establishment, technical barriers to trade (TBT), sanitary and phytosanitary (SPS) issues as well as trade remedies in the shape of anti-dumping, countervailing duties or multilateral safeguards. The provisions on intellectual property rights include Geographic Indications (GIs). The trade chapter furthermore contains a human rights clause which stipulates that the parties must ensure that human rights are respected within their jurisdiction. Furthermore there are provisions on sustainable development.
