Book excerpt: Length and sex composition, average length and weight, harvest biomass, and other fishery statistics were estimated from the recreational harvest of Pacific halibut, Hippoglossus stenolepis, from International Pacific Halibut Commission Regulatory Area 3A in the Gulf of Alaska during the period 2000-2002. Biological data were collected from 16,329 harvested halibut and interviews were obtained from 8,719 vessel-trips that targeted halibut or caught halibut while targeting other species.

Book excerpt: This report describes the results of the first study in an annual project to estimate the subsistence harvest of Pacific halibut (Hippoglossus stenolepis) in Alaska in regard to rules governing subsistence halibut fishing adopted by the National Marine Fisheries Service in 2003. Data were collected through a voluntary survey mailed to all holders of Subsistence Halibut Registration Certificates (SHARCs), who must be residents of 117 rural communities or members of 123 Alaska Native tribes with traditional uses of halibut. The report provides harvest estimates based on the mailed survey which was supplemented by household visits. Incidental harvests of lingcod and rockfish are included. Comparisons are made for certain communities. The report recommends that monitoring of the subsistence harvest of halibut in Alaska be continued.

Available in PDF, EPUB and Kindle. Book excerpt: This report describes the results of a project to estimate the subsistence harvest of Pacific halibut Hippoglossus stenolepis in Alaska in 2018. The National Marine Fisheries Service adopted rules governing subsistence halibut fishing in 2003. Data were collected through a voluntary survey mailed to all holders of Subsistence Halibut Registration Certificates (SHARCs), supplemented by interviews in four communities. The survey response rate was 68% (5,852 surveyed of 8,576 potential halibut fishers). An estimated 4,094 individuals participated in the subsistence fishery for halibut in 2018, down 7% from 4,408 in 2016. The estimated harvest in 2018 was 29,963 halibut, comprising 615,789 lb (net weight; ±3.1%). This was the lowest harvest estimate since the new regulations were adopted in 2003 and, as expressed in pounds net weight, 33% below the previous 12-year average. Of the total subsistence halibut harvested in 2018, 78% were harvested with setline gear and 22% with hand-operated gear. As in all previous study years, the largest portion of the Alaska subsistence halibut harvest in 2018 occurred in Regulatory Area 2C (Southeast Alaska), 59%, followed by Area 3A (Southcentral Alaska), 30%. Subsistence harvests represented about 2.1% of the total halibut removals in Alaska in 2018. In response to a new survey question, 53% of respondents said they had met their needs for halibut in 2018, and 47% said they had not. However, just 38% of tribal SHARC holders reported meeting their needs for halibut, compared to 57% of rural SHARC holders. Among all respondents, lack of effort, inoperative equipment, and time constraints were the most-cited reasons for not meeting needs. Many respondents who reported lack of effort did not offer further explanations to link to personal circumstances, resource status, competition, or equipment issues, among other possibilities. The harvest estimates based on the surveys for 2003-2012, 2014, 2016, and 2018 serve as a basis for understanding the overall harvest, annual variability in catch, and trends in harvests since implementation of the 2003 regulations. Due to budget constraints, surveys to estimate subsistence halibut harvests in Alaska in 2013, 2015, and 2017 did not take place and a survey will not occur for 2019. The report recommends that monitoring of the subsistence harvest of halibut in Alaska be resumed in the future. The report also recommends that additional research take place to better understand trends in the subsistence halibut fishery, including reasons for lack of fishing effort among many SHARC holders, declining numbers of SHARCs issued, and lower subsistence harvests.

Book excerpt: The Law Library presents the complete text of the Pacific Halibut Fisheries - Catch Sharing Plan for Guided Sport and Commercial Fisheries in Alaska (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 NMFS issues regulations to implement a catch sharing plan for the guided sport (charter) and commercial fisheries for Pacific halibut in waters of International Pacific Halibut Commission Regulatory Areas 2C (Southeast Alaska) and 3A (Central Gulf of Alaska). This catch sharing plan replaces the Guideline Harvest Level program, defines an annual process for allocating halibut between the charter and commercial fisheries in Area 2C and Area 3A, and establishes allocations for each fishery. The commercial fishery will continue to be managed under the Individual Fishing Quota system. To allow flexibility for individual commercial and charter fishery participants, the catch sharing plan also authorizes annual transfers of commercial halibut quota to charter halibut permit holders for harvest in the charter fishery. This action is necessary to achieve the halibut fishery management goals of the North Pacific Fishery Management Council. This ebook contains: - The complete text of the Pacific Halibut Fisheries - Catch Sharing Plan for Guided Sport and Commercial Fisheries in Alaska (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition) - A dynamic table of content linking to each section - A table of contents in introduction presenting a general overview of the structure

Book excerpt: This project monitors age, size, and sex characteristics of Pacific halibut Hippoglossus stenolepis and rockfish species Sebastes spp, and biological data from other groundfish species landed by sport anglers at four strategically selected ports in Southeast Alaska. Data will be combined with catch, harvest and effort estimates and biological data from Alaska Department of Fish and Game’s Southeast Alaska Marine Harvest Studies program and the Alaska Sport Fishing Survey to assess trends, evaluate changes in stock status, and design regulations that protect stocks and provide for long-term sustained yield. This project will support dockside sampling by the Marine Harvest Studies program in Southeast Alaska to collect otoliths and other biological data from harvested Pacific halibut and black rockfish Sebastes melanops, and species composition of harvested rockfish, from charter and unguided saltwater boat anglers. Estimates of species composition (rockfish), age composition and average weight captured from this project will be combined with charter logbook and Alaska Sport Fishing Survey harvest and release information for SEAK to estimate biomass of recreational fishing mortality of Pacific halibut and demersal shelf rockfish for all relevant management units in Southeast Alaska. Data will be shared with the International Pacific Halibut Commission, the National Marine Fisheries Service, the North Pacific Fisheries Management Council, the Alaska Board of Fisheries, and the public. Survey areas sampled will include Elfin Cove, Sitka, Craig, and Ketchikan.
