Book excerpt: Quality Circles programs are currently receiving a great deal of managerial attention both within civilian institutions and the DOD despite the virtual absence of empirical studies concerning the effects of this organizational intervention. This thesis assessed the impact of participation in a QC program at two military facilities with regard to five work-related attitudes; decision-making effectiveness, participative decision making, communication climate, job satisfaction and job involvement; and found that such participation resulted in no significant attitude change. One implication of these findings is that the glowing success stories provided by QC consultants must be considered with caution and that the widespread initiation of QCs, particularly within the DOD where organizations are characterized by high rates of personnel turnover, should be tempered with restraint.

Book excerpt: Quality Circles (QC) have received considerable attention in both DOD and the private sector as a means of enhancing productivity and promoting human resource development. In contrast to the numerous subjective reports attesting to the effectiveness of this organizational intervention, very few empirical studies have been undertaken to objectively portray QC impact on the organization. This thesis employed a non-equivalent control group design to assess the impact of a QC intervention at an Air Force base in the western United States. The study sought to measure the effects of the QC intervention on seven attitudinal variables: job involvement, participation in decision making, group cohesiveness, and intent to remain. Statistical analyses, including mean differences analysis and hierarchical regression analysis, revealed no systematic QC effect on these variables. This thesis replicated the results of similarly-designed studies which also attempted to measure QC impact via attitudinal variables. It is recommended that DOD continue its efforts to empirically measure QC effectiveness, and that future studies expand their scope beyond the investigation o attitudinal outcomes. (Author).

Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. We are sure that this broader base for these titles reported will greatly enhance the value of this important annual reference work. While Volume 29 reports theses submitted in 1984, on occasion, certain univer sities do report theses submitted in previous years but not reported at the time.

Book excerpt: The use of Quality Circles (QCs) as an organizational development intervention, has gained increasing popularity over the past few years in the federal sector. Much of the recent attention concerning QCs has been centered around understanding the organizational and attitudinal variables inherent in the QC process. It is theorized that by understanding these variables, researchers are better able to evaluate the effectiveness of QC interventions. This thesis effort set out to determine the relationship between one particular attitudinal variable, Paticipative Decision Making (PDM) and the intervention of QCs. QC programs in organizations within the federal sector were studied utilizing a nonequivalent control group design. Statistical tests used to facilitate evaluation of the data included the independent mean and paired difference t-tests and Cronbach's Alpha Reliability Coefficient technique. The evaluation of the data produced mixed results dealing with the relationship between PDM and QCs. A better understanding of the QC process and its effects on organizational and attitudinal variables is needed and evidenced by the shortage of research in these areas. By understanding the QC intervention, researchers will be better able to assess its effectiveness. Keywords: Participative management; Organizational development; Attitudes(Psychology).
