In this richly detailed study, Maureen Smith shows how industrial and environmental analysis can be synthesized to clarify these complex problems and produce solutions. Smith outlines the basic structural characteristics of the U.S. pulp and paper industry and its relationship to the larger forest products sector, as well as its patterns of domestic and global fiber resource use. She then reviews the core technologies employed in virgin pulp production, with an emphasis on their environmental impacts, the role of technological innovation, and the relationships between fiber choices and pollution prevention. Building on this base she reveals structural barriers within the industry that have impeded positive change and shows how these barriers are reinforced by the traditional isolation of environmental policy domains.The study includes a comparative analysis of how organochlorine pollution from pulp mills has been addressed in the United States, Europe, and Canada (and why the United States has seen the slowest rate of progress); an assessment of commodity trade patterns in the industry and how they are linked to resource demand; an examination of the momentum building around annual plant fiber use and the diverse interests it reflects; and a review of recent developments in paper recycling within the context of historical trends in fiber utilization. A case study of the controversial environmental review process of the largest recycled pulp and paper mill ever proposed ties together earlier elements of the book and forms the basis for the conclusions. In closing, Smith argues convincingly against narrowly focused attempts to "fix" the problems associated with the industry, and offers practical guidance on new frameworks and approaches for industrial restructuring. The book takes a detailed look at the ongoing debate on the subject and traces the evolution of the role of the federal government in environmental policy and federal-provincial relations concerning the environment from the late 1960s to the early 1990s. The author challenges the widespread assumption that federal and provincial governments invariably compete to extend their jurisdiction. Using well-researched case studies and extensive research to support her argument, the author points out that the combination of limited public attention to the environment and strong opposition from potentially regulated interests yields significant political costs and limited political benefits. As a result, for the most part, the federal government has been content to leave environmental protection to the provinces. In effect, the federal system has allowed the federal government to pass the buck to the provinces and shirk the political challenge of environmental protection.

The OECD defines environmental capacity building as "a society's ability to identify and solve environmental problems. " While various institutions, including UNEP, FAO, World Bank and OECD, have hitherto used the terms environmental capacity and capacity building almost exclusively with reference to developing countries, we have extended the concepts to industrialized countries, as well. The first collection, edited by Martin Janicke, Helge Joergens (both Free University Berlin) and Helmut Weidner (Social Science Research Center Berlin), was pub lished in 1997 under the title "National Environmental Policies - A Comparative Study of Capacity-Building" (Berlin, etc. : Springer Verlag). It included 13 studies of countries. As in the first volume, chapter I presents the conceptual framework underlying the national case studies. It is a slightly shorter version of the corresponding chap ter in volume I. The design of all case studies in the two volumes is largely con gruent with this conceptual framework. Although the various sections of the stud ies do not always have identical titles and subtitles, the central elements of the capacity-building approach have been applied in all cases.
