Available in PDF, EPUB and Kindle. Book excerpt: Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Book excerpt: Excerpt from Fifty Years of American Education: A Sketch of the Progress of Education in the United States In The year 1867 Edwin Ginn took desk room in a modest Boston office and so began the business which has for many years been conducted under the firm name of Ginn and Company. When an individual or an organization reaches the half-century mark it seems fitting to signalize in some appropriate way that achievement. Casting about for a suitable anniversary memento of our own fifty years. we were struck by the remarkable growth and development of the school system of the United States during this period. It finally seemed to us that we could do no better than invite Dr. Ernest C. Moore to sum up the educational progress of the United States since 1867. We are sure that Dr. Moore's admirable sketch of the history of education in this country for the period beginning in 1867 and ending in 1917 will be a welcome and useful contribution to our educational literature and we bring it before the public with gratitude that our own business development has been contemporaneous with this marvelous change in our American schools. Available in PDF, EPUB and Kindle. Book excerpt: In 2000, the “Western Development” plan of the Chinese Mainland attracted attention of educators and policy makers. Around that period, the Chinese government also launched large scale and systemic curriculum reforms in basic education and secondary education in achieving quality education across the vast country. Despite significant progress that has been made in educational investments and attainments in China, issues of quality and regional disparities across China remain, especially in the less developed, western part of China where the significance of ethnic diversity, urban-rural disparity and variations in school development exists. In addition, there have been entrenched problems of teacher and teaching quality, resources inadequacy and ‘left-behind’ children. Written by a group of Chinese and international scholars, the book provides an updated analysis and discussion of educational development and related issues in the less developed part of Western China. These chapters cover broad contextual issues of educational development and reforms, issues of quality and equality in different sectors of education, as well as curriculum implementation, teaching innovations and professional development of teachers.

Book excerpt: The House Subcommittee met to consider the progress that had been made toward the implementation of the restructuring of the Office of Educational Research and Improvement (OERI) and the fulfillment of its original mission, the equalization of educational opportunities for disadvantaged children. A report on implementation efforts was presented by Sharon P. Robinson, Assistant Secretary of OERI. The passage of the Education Research, Development, Dissemination, and Improvement Act, Title IX of the Goals 2000 Educate America Act, reaffirms the Federal government's commitment to reform through research rather than ideology. Progress in making OERI a consumer-driven organization is detailed, with systemic change efforts listed chronologically. Among the most important of the challenges facing OERI is the construction of five new institutes for research and dissemination among which are the Office of Reform Assistance and Dissemination, and The National Library of Education. The remarks of Sharon Robinson were followed by discussion and the supporting statements by Edmund W. Gordon, James McPartland, and Beverly J. Walker. (SLD)

Book excerpt: In 2000, the Millennium Development Goals set out targets aimed at creating a safer, more prosperous, and more equitable world. If these goals were to be achieved, children’s lives would indeed be transformed. In this collection, achievements against these targets are identified, with each contributor examining the progress made in early years provision in Australia, China, England, Greece, the Netherlands, Portugal, South Africa, and Sweden. They highlight the priorities and agendas of their respective governments, and focus on the trends and issues which are particularly relevant to each situation, thereby revealing the social and educational inequalities that persist across countries. A common theme running through this volume concerns the political tensions that arise when governments and educators hold fundamentally different views about the nature and purpose of early years education and the needs of children and families. It is clear that although the past two decades have seen many changes in attitude towards the importance of the early years of life; politically, economically, and environmentally, much still remains to be done if the Millennium Development Goals for young children and their families are to be fully met. Despite this, this volume demonstrates that those who work in this area continue to experience a deep concern for the well-being of young children, which transcends cultures, frontiers, and political and sectarian divides. This book was originally published as a special issue of the International Journal of Early Years Education.
