Book excerpt: '...his previous forays into this subject have made him the Chemical Biological Weapons professionals' author and this book does nothing to diminish this view. It is also timely.' - British Army Review An analysis of the proliferation of chemical and biological weapons which examines the attractions and utility of these weapons for some developing states, the difficulties encountered in trying to control their spread, and the lessons from the Rabta controversy and the Gulf War. It reviews the evolution of American chemical weapons policy under the Bush administration, the implications of the Chemical Weapons Convention, and the problems posed by the inherently dynamic nature of these weapons and their tactical flexibility.

Book excerpt: This is the 49th volume in the Occasional Paper series of the U.S. Air Force Institute for National Security Studies (INSS). Among the many dimensions of national security that face unprecedented changes and challenges after the end of the Cold War, arms control has been as directly affected as any other dimension. The formal, bilateral, and verification-based arms control that was so central to that former period fits neither the new environment nor the expanded focus beyond the strategic nuclear arena. In this paper, Guy Roberts presents yet another of his insightful explanations and analyses of the adaptations and new directions that are required to give arms control continued relevance today and tomorrow. This thorough analysis of the special case of biological warfare controls follows his January 2001 INSS Occasional Paper 36, "This Arms Control Dog Won't Hunt: The Proposed Fissile Material Cut-Off Treaty at the Conference on Disarmament," in chronicling both the failure of continuing emphasis on formal Cold War-type arms control products and the enduring centrality of cooperative arms control processes in the current national security environment. In Roberts' line of argument, arms control is indeed dead, yet arms control can and must be reborn in the form of a wide range of integrally linked and multifaceted legal, diplomatic, economic, and military instruments to effectively fight the spread and use of dangerous weapons and systems.

Available in PDF, EPUB and Kindle. Book excerpt: Chemical Warfare Agents, Second Edition has been totally revised since the successful first edition and expanded to about three times the length, with many new chapters and much more in-depth consideration of all the topics. The chapters have been written by distinguished international experts in various aspects of chemical warfare agents and edited by an experienced team to produce a clear review of the field. The book now contains a wealth of material on the mechanisms of action of the major chemical warfare agents, including the nerve agent cyclosarin, formally considered to be of secondary importance, as well as ricin and abrin. Chemical Warfare Agents, Second Edition discusses the physico-chemical properties of chemical warfare agents, their dispersion and fate in the environment, their toxicology and management of their effects on humans, decontamination and protective equipment. New chapters cover the experience gained after the use of sarin to attack travellers on the Tokyo subway and how to deal with the outcome of the deployment of riot control agents such as CS gas. This book provides a comprehensive review of chemical warfare agents, assessing all available evidence regarding the medical, technical and legal aspects of their use. It is an invaluable reference work for physicians, public health planners, regulators and any other professionals involved in this field. Review of the First Edition: "What more appropriate time for a title of this scope than in the post 9/11 era? ...a timely, scholarly, and well-written volume which offers much information of immense current and…future benefit." —VETERINARY AND HUMAN TOXICOLOGY

Available in PDF, EPUB and Kindle. Book excerpt: Some of the more difficult environmental problems facing the Department of Defense (DOD) include (1) chemical weapons destruction, (2) explosive waste remediation, and (3) unexploded ordnance clearance and extraction. It is conceivable that $50 to $100 billion will be spent by DOD for these three programs, offering unusual opportunities for environmental engineering and related firms. Military installations are similar to small cities in terms of population, industrial activities, and some types of contaminated sites. However, some cover an area larger than a small state. DOD has operated industrial facilities on its installations for several decades that have generated, stored, recycled, or disposed of hazardous wastes. Many of these activities have contaminated the nearby soil and groundwater. To study and clean up contaminated sites, DOD established the Installation Restoration Program (IRP) in 1975. In 1984, the IRP was made part of the Defense Environmental Restoration Program. The Secretary of Defense delegated cleanup responsibility to the Army, Navy, the Air Force, and the Defense Logistics Agency (DLA). Cleanup actions are usually accomplished under contract with private firms, which are monitored by the services. Most cleanup actions are funded through the Defense Environmental Restoration Account (DERA) and the Base Realignment and Closure Account. Congress established DERA in 1984 to fund the cleanup of inactive contaminated sites on DOD installations. The technology to clean up the conventional hazardous wastes on DOD sites are the same as those utilized for industrial sites, and well-documented by this publisher. However, there are three DOD programs that require the utilization of somewhat unusual or different technologies that have not been as well documented. These three programs are: 1. Chemical weapons destruction 2. Remediation of explosives contaminated soils and lagoons 3. Unexploded ordnance detection, clearance, and extraction This book discusses the current and potential treatment technologies involved in these three programs.
