Book excerpt: ?A rich, thoughtful, and systematic look at the rhetoric and evolving impact of state of the union addresses.... invaluable." ?Bryan W. Marshall, Miami University ?An excellent, well-researched, persuasive contribution to the growing study of presidential rhetoric and policy agendas.? ?Sean J. Savage, St. Mary's College?Fills a significant void in the study of presidential leadership?. an impressive examination of the history, development, execution, and policy significance of the State of the Union address.? ?Joseph Cammarano, Providence College The State of the Union is no ordinary speech on at least two accounts: it is a fundamental statement of how a president approaches current policy debates, and it is the one presidential address that US citizens are most likely to hear each year. Donna Hoffman and Alison Howard document the political significance and legislative impact?or often, lack of impact?of this most visible of presidential communications.Exploring how and why the State of the Union address came to be a key tool in the exercise of presidential power, the authors outline the ways presidents use it to gain attention, to communicate with target audiences, and to make specific policy proposals. Their richly textured analysis offers a penetrating look at the complex relationship between contemporary presidential leadership and Congressional lawmaking. Donna R. Hoffman is assistant professor of political science at the University of Northern Iowa. Alison D. Howard is adjunct instructor of political science at Dominican University of California.Contents: Donning the Hat of Chief Legislator. The State of the Union Address Through Time. No Ordinary Speech. The President as Chief Legislator. Ask and Ye Shall Receive? Conclusion.

This he said was all but a formality. His next point focused on Mexico which was opposed to the annexation of Texas. As a result, he had ordered a military build-up along the boundary with Mexico.

Available in PDF, EPUB and Kindle. Book excerpt: New in paperback As we ask anew in these troubled times what it means to be an American, You, the People provides perspective by casting its eye over the answers given by past U.S. presidents in their addresses to the public. Who is an American, and who is not? And yet, as Vanessa Beasley demonstrates in this eloquent exploration of a century of presidential speeches, the questions are not new. Since the Founders first identified the nation as “we, the people,” the faces and accents of U.S. citizens have changed dramatically due to immigration and other constitutive changes. U.S. presidents have often spoken as if there were one monolithic American people. Here Beasley traces rhetorical constructions of American national identity in presidents’ inaugural addresses and state of the union messages from 1885 through 2000. She argues convincingly that while the demographics of the voting citizenry changed rapidly during this period, presidential definitions of American national identity did not. Chief executives have consistently employed a rhetoric of American nationalism that is simultaneously inclusive and exclusive; Beasley examines both the genius and the limitations of this language.

Available in PDF, EPUB and Kindle. Book excerpt: Modern presidents regularly appeal over the heads of Congress to the people at large to generate support for public policies. The Rhetorical Presidency makes the case that this development, born at the outset of the twentieth century, is the product of conscious political choices that fundamentally transformed the presidency and the meaning of American governance. Now with a new foreword by Russell Muirhead and a new afterword by the author, this landmark work probes political pathologies and analyzes the dilemmas of presidential statecraft. Extending a tradition of American political writing that begins with The Federalist and continues with Woodrow Wilson’s Congressional Government, The Rhetorical Presidency remains a pivotal work in its field.

Book excerpt: The State of the Union address is a communication between the President and Congress in which the chief executive reports on the current conditions of the United States and provides policy proposals for the upcoming legislative year. Formerly known as the "Annual Message," the State of the Union address originates in the Constitution. As part of the system of checks and balances, Article II, Section 3, clause 1 mandates that the President "shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient." In recent decades, the President has expanded his State of the Union audience, addressing the speech to both the nation and Members of Congress. Over time, the State of the Union address has evolved considerably. The format and delivery of the speech have changed, and its length has fluctuated widely. Technology has also influenced the delivery of the address, with the advent of radio, television, and the Internet playing significant roles in the transformation.

Available in PDF, EPUB and Kindle. Book excerpt: Is Donald Trump’s "War on the Media" new news, fake news, or business as usual? Presidents have always "used" the media and felt abused by it. Tried and true vehicles such as press conferences, routine speeches and the State of the Union address have served presidents’ interests and received significant coverage by the print media. As new technologies have entered the media spectrum, the speed and pervasiveness of these interactions have changed dramatically. President Obama ushered in the social media presidency, while President Trump has become the tweeter-in-chief. This book shows how each of these developments affects what is communicated and how it is received by the public.
