Book excerpt: At the turn of the millennium, the unanimous adoption of the Millennium Development Goals (MDGs) by the United Nations General Assembly marked a new chapter in international development. However, voices from the Global South were noticeably absent in shaping the agenda. Fifteen years later, the global context has changed so much that it would have been inconceivable not to have taken voices from the South into account when planning the new Sustainable Development Goals (SDGs). Since its inception in 2012, the Southern Voice on Post-MDG International Development Goals (Southern Voice), a network of 48 think tanks from Africa, Asia and Latin America, has generated a substantial body of original research to feed into various aspects of the post-2015 development agenda, such as the missing dimensions of the MDGs, ways to mitigate existing challenges in delivering on aspired outcomes, and new issues, goals, targets and indicators that are crucial for the next global development framework. Southern Perspectives on the Post-2015 International Development Agenda consolidates this research and stitches together development realities and policy experiences from the Global South, infusing unique local perspectives to the global debate on the post-2015 agenda. The compendium addresses the overarching themes underpinning the new international development framework by focusing on issues such as sustainability and growth, inclusion and social policies, governance and capacities, and financing of the new agenda. Book excerpt: In 1992 world leaders met at the Earth Summit in Rio de Janeiro to reaffirm the Declaration of the United Nations Conference on the Human Environment that was established on June 16, 1972 in Stockholm. The meeting resulted in the adoption of Agenda 21 by the member states which is a framework for the transition to a more sustainable world. In 2012 the members gathered to assess and reaffirm the importance of progress towards the efforts of Agenda 21. In response to this the Institute of Medicine's (IOM's) Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop to inform the policies that are discussed at the 2012 Earth Summit. The workshop, held in Woods Hole, Massachusetts on July 25-26, 2011, focused on the issue of sustainability and health as well as the linkages that are currently present between the two. The workshop included presentations and discussions which are summarized in Public Health Linkages with Sustainability: Workshop Summary. The report presents how different areas of public health, such as food and water resources, link to sustainability and opportunities or venues that can be examined.

The studies are against the background that in September 2000, world leaders from 189 countries, including 147 Heads of State, gathered at the United Nations General Assembly to consider the challenges of the new millennium. They adopted the Millennium Declaration, which set out a vision for inclusive and sustainable globalization: UN 2000 (A/RES/55/2). The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To realise this declaration, the UN established eight MDGs to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the years lost 2000, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target.

As a result of this request, the United Nations System Task Team on the Post-2015 United Nations Development Agenda (UNTT) was established and launched in January 2012. UNTT is co-chaired by the United Nations Department of Economic and Social Affairs (DESA) and UNDP, and is composed of more than 60 entities of the United Nations system, including all the Regional Commissions. Its terms of reference include the formulation of a system-wide vision and road map to contribute to the global debate on the post-2015 United Nations development agenda. In June 2012, UNTT issued a report to the Secretary-General entitled "Realizing the Future We Want for All". The report identifies a future vision based on the core values of human rights, equality and sustainability, and proposes to reorganize a post-MDG framework along four dimensions: (i) inclusive social development; (ii) inclusive economic development, (iii) environmental sustainability, and (iv) peace and security. The report concludes by stressing the need to develop a post-2015 agenda that responds to people's aspirations through "clear, easy-to communicate goals that will help guide coherent policy action at the global, regional and national levels." Approached as a super mantra revolving around “Republican Austerity” and “First, the poor”, it provides original analysis of structural and conjunctural challenges facing Mexico as regards People-, Planet-, and Peace-centered development. The book reveals the promise “First, the poor” is inconsistent with data on Mexico’s poverty reduction (SDG1). Despite record-high spending on social programs and unmatched coverage, the recent tendency of improvement in tackling poverty is rather ambiguous from the perspective of multidimensional poverty. The book covers access to clean energy (SDG7), resilient infrastructure and sustainable industrialization (SDG9), and safeguarding biodiversity (SDG15) by examining three megaproject case studies: the oil refinery Dos Bocas, the Interoceanic Corridor of the Isthmus of Tehuantepec, and the Maya Train, generating concern with the economic, environmental, and social dimensions of sustainable development. The prospects for an ‘enabling environment’ for SDG implementation are hampered by persistently high levels of homicides and impunity (SDG16). Turning Mexico’s Armed Forces into ‘first development partner of choice’ is problematized as regards their reach in infrastructure megaprojects and social welfare programs, in the overall context of the ‘de-risking state’ favoring private capital. However, while there is a long history of global goal setting, there has been very little goal setting on national governance and institutions. Global governance was incorporated into the Millennium Development Goals (MDGs) as Goal 8, but there was no domestic governance goal. The proposed inclusion of Goal 16 in the Sustainable Development Goals (SDGs) - to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels” - by the Open Working Group of the General Assembly on Sustainable Development Goals (2014) is therefore genuinely novel and important. In this short chapter we take a step back to try and clear up some conceptual confusion around the status of governance in international goal setting as well as flag up the likely political challenges facing the SDGs. We evaluate the historical process of governance goal setting, progress in the area, and finally assess the current debates and propose the most important issues facing the future of governance and development goals.
