Book excerpt: Excerpt from The Port of Philadelphia: Its Facilities and Advantages The local administrative authority of the Port of Philadelphia was exercised from the year 1766 until 1907 by the Board of Wardens for the Port of Philadelphia which was a State and City department. This system, however, was changed by an Act of the Legislature of the State of Pennsylvania approved June 8, 1907, which abolished the Board of Wardens, the Harbor Master and Master Warden and divided their duties between the Department of Wharves, Docks and Ferries, a municipal department, and the Board of Commissioners of Navigation for the River Delaware and its Navigable Tributaries, a State Board. Under the provisions of this Act of Assembly, the Department of Wharves, Docks and Ferries was given jurisdiction over the piers in the City of Philadelphia, the Director of the Department, who is appointed by the Mayor of the City, having large executive powers. He has authority to condemn and improve wharf property and is vested with other powers which have served to greatly stimulate the up-building of a modern port. There is maintained and operated by this Department a municipal dredging plant, as well as a fleet of ice boats to keep open the channel in the winter season. It might be well to mention that since the advent of the high powered steamers, which have superseded the sailing craft, the keeping open of the channel, even during the most severe winters, is no longer difficult and the work of the ice boat fleet has been minimized. Book excerpt: Excerpt from Ports on the Delaware River Below and Above Philadelphia, Pa Ports Should not have to depend upon the good will or selfish inter ests Of either railroads or steamship lines to develop business. The railroads may prefer to have the business go elsewhere, and the water carriers could scarcely be expected to undertake extensive Operations designed to bring goods to a particular port. In other words, the development of traffic should be regarded as one Of the permanent functions of the port itself. Among the important Objects, therefore, which it is hoped to attain from this series Of reports is a more general appreciation Of the benefits to be derived from the adoption Of a com prehensive plan and policy for the development and utilization Of the port. Acknowledgment is made of the cooperation and assistance ren dered by various port organizations, shipping interests, facility own ers, city Officials, and other local interests in the work Of compiling data for inclusion in this report. Book excerpt: Excerpt from Philadelphia and Its Environs Even, however, after becoming aware that his cherished water-front must be devoted to business rather than pleasure, he could scarcely have forecast the busy scene which it now presents. Besides the piers and wharves in the extreme lower portion of the city for the accommodation of the coal, oil, and grain industries that are congregated there, a continuous range of slips, wharves, docks, and piers line the Delaware's edge from below Washington Avenue to above Richmond. Delaware Avenue, which runs immediately along the river, presents one of the busiest scenes to be found in the city. Book excerpt: Excerpt from Makers of Philadelphia: An Historical Work; Giving Portraits and Sketches of the Most Eminent Citizens of Philadelphia From the Time of William Penn to the Present Day The history of a city is, to a very considerable extent, the history of the men who, by their energy, ability, and public spirit, have made it what it is; the men to whose well-directed efforts is due the development of its municipal institutions, industrial interests, and standing in public estimation. This may be particularly said of Philadelphia, which has been the nursery of a succession of able and patriotic citizens, whose influence has been steadily felt in the growth of its civic institutions, while many of them have won a reputation that extends throughout the civilized world. These men have been, in the fullest sense, the "Makers of Philadelphia," and deserve all the honor that can be given them by placing on record their careers. To them the city owes its origin and its prosperity, and it is due to them that the story of their lives and doings shall be preserved for future generations of Philadelphians to read and take example from. In this work are included biographical sketches of the Philadelphians who have been most eminent in commercial and mercantile business, and those whose professional, legislative, and scientific careers have been most marked and valuable. Among them are included great doctors, jurists, theologians, statesmen, authors, scientists, soldiers, merchants, and manufacturers; men who played a leading part in colonial days, who lived through the stirring epoch of the city, who fought for the Union in the Civil War, and who, during the recent period of rapid municipal improvement and manufacturing and commercial development, were the men who gave this city its prominent position among the leading cities of the world. To all those who take pride in the record of the good city of Brotherly Love the work here offered is, in an ample sense, a history of that city, since it is the history of the men who, during the years of its growth, were its leading and inspiring spirits, and of those who to-day are actively engaged in laying for it the foundations of a marked and memorable future.
