Book excerpt: Focusing on Romania from 1945 to 2016, Socialist Heritage explores the socialist state's attempt to create its own heritage, as well as the legacy of that project. Contrary to arguments that the socialist regimes of Central and Eastern Europe aimed to erase the pre-war history of the socialist cities, Emanuela Grama shows that the communist state in Romania sought to exploit the past for its own benefit. The book traces the transformation of a central district of Bucharest, the Old Town, from a socially and ethnically diverse place in the early 20th century, into an epitome of national history under socialism, and then, starting in the 2000s, into the historic center of a European capital. Under socialism, politicians and professionals used the district's historic buildings, especially the ruins of a medieval palace discovered in the 1950s, to emphasize the city's Romanian past and erase its ethnically diverse history. Since the collapse of socialism, the cultural and economic value of the Old Town has become highly contested. Bucharest's middle class has regarded the district as a site of tempting transgressions. Its poor residents have decried their semi-decrepit homes, while entrepreneurs and politicians have viewed it as a source of easy money. Such arguments point to recent negotiations about the meanings of class, political participation, and ethnic and economic belonging in today's Romania. Grama's rich historical and ethnographic research reveals the fundamentally dual nature of heritage: every search for an idealized past relies on strategies of differentiation that can lead to further marginalization and exclusion.

In addition to this opening up to the objects and theories of economics, the pseudo-"dilemma" ofsimultaneity produced, by a kind of feedback, another series of effects on transitology and the related research domains. Contrary to most expectations and predictions in the wake ofthe 1989 upheavals - affirmations that the "dilemmas", "problems" or "challenges" of the transitions in Central and Eastern Europe ought to have been dealt with and resolved one after the other in sequence, in the manner of the more or less idealized trajectories of Great Britain or Spain (trajectories significantly enough promoted, far beyond the circles of scholars, as a "model" of transition), and above all, contrary to the assumption that superposing a radical economic transformation upon a transition to democracy would make the whole edifice thoroughly unworkable, unstable or dangerous - it must be stated clearly out that the two processes, in their "simultaneity", are not necessarily incompatible. This is one of the main findings stressed upon in several chapters of this book.

Book excerpt: Just as it has for the Conservatives and the political right in Britain, the European question has divided the Labour Party and the progressive left for over 50 years. On the one hand, the contemporary left-wing antithesis to the European Union harks back to Bennite anti-marketeer narratives. Lexiteers today make the case that the four freedoms (of goods, services, capital and people), inherent to the functioning of a neoliberal EU, undermine the potential for national progressive policies in relation to, among other areas, labour markets, state intervention and finance. There is, at the very least, a great deal of sympathy for such ideas within the contemporary left-wing Labour leadership. On the other hand, many on the left, including at all levels in the Labour party, make the case that the policies underpinning the EU's four freedoms support a progressive politics. That historically the common market supported the emergence of the welfare state, and today the single market project embeds social and workers' rights, challenges member-state support for large corporate interests and facilitates free movement for British as well as other EU citizens. There is, in short, a progressive dilemma for the British left in relation to the European issue. In this empirically rich book the authors argue that the debate is often rooted in a flawed analysis of the nature of the global political economy, the EU and of Britain's place within both. They make the case for an approach that is critical of the European Union, yet pragmatically embraces its potential to facilitate and enable a radical internationalist politics.

Widely considered a ‘poster boy’ of neoliberal transformation in post-communist Eastern Europe until the mid-2000s, Hungary has in recent years developed into a model ‘illiberal’ regime. Constitutional checks-and-balances are non-functioning; the independent media, trade unions, and civil society groups are constantly attacked by the authorities; there is widespread intolerance against minorities and refugees; and the governing FIDESZ party, led by Prime Minister Viktor Orbán, controls all public institutions and increasingly large parts of the country’s economy. To make sense of the politico-economical roller coaster that Hungary has experienced in the last four decades, Fabry employs a Marxian political economy approach, emphasising competitive accumulation, class struggle (both between capital and labour, as well as different ‘fractions of capital’), and uneven and combined development. The author analyses the neoliberal transformation of the Hungarian political economy and argues that the drift to authoritarianism under the Orbán regime cannot be explained as a case of Hungarian exceptionalism, but rather represents an outcome of the inherent contradictions of the variety of neoliberalism that emerged in Hungary after 1989.
