Book excerpt: The political system established by the Chinese Communist Party in 1949 had its origins, in many respects, in the Chinese Soviet Republic of 1931–1934, based in southern Kiangsi province about 400 miles southwest of Shanghai. The Kiangsi period was important because it gave the Chinese Communists their first opportunity to govern an extensive area and a large population, and in so doing to develop methods of mass mobilization as well as new techniques for conducting party and government affairs. Kim explores the evolution of the Chinese Communist movement during the Kiangsi soviet period, especially its organizational concepts, behavioral patterns, and development techniques of "mass line" politics. He seeks answers to several questions: What notions of organization shaped the Kiangsi political system? Who formulated the policies? How were they implemented at the rice-roots level of government? By analyzing Mao Tse-tung's writings on organization and comparing them with those of other Chinese Communist theoreticians, he achieves fresh insights into Mao's approach to administration and bureaucratic organization. His primary concern is with the behavior of the masses once they were freed from party control, and his analysis of voluminous Red Guard publications highlights the different membership characteristics, positions, and strategies of both the student Red Guards and the worker Revolutionary Rebels, divided internally along a conservative-radical line. Rejecting the ideologically oriented assumption that workers and students of worker or peasant origin comprised the majority of the radical elements, Lee argues that students of bourgeois and other “bad” origins, workers in small factories, “sent-down” students, and demobilized soldiers were the radicals, whereas students from families with pre-1949 revolutionary careers and workers in large-scale and modern enterprises were found in large numbers among the conservatives. He contends that, contrary to some social science theories, the radicals were motivated by rational rather than ideological considerations, and that they attacked the status quo because it was they who experienced discrimination under the existing political system, whereas the conservatives generally belonged to favored social groups. Lee demonstrates that an adequate history of the Cultural Revolution cannot restrict itself to an analysis of policy difference among the elites, but must consider the behavior of the masses and their relationship with the elites. Book excerpt: This book argues that a combination of property rights reform, administrative fragmentation, and technological advance has caused the post-Mao Chinese state to lose a significant degree of control over “thought work,” or the management of propagandistic communications flowing into and through Chinese society. The East Asian economic meltdown of the late 1990’s has reinforced the conviction, derived from Communism’s nearly worldwide collapse a decade earlier, that the only path to sustained prosperity combines an openness to trade and investment with market economies that are minimally impinged upon by state intervention. But, the author argues, the situations in China demonstrates that the political, social, and cultural costs of “reform and opening” are high. Notably, the construction of culture in China has fallen into the hands of lower-level government administrators, semiautonomous individuals and groups in society, and foreign-based public and private organizations. Contrary to the prevailing neo-liberal wisdom, however, this transformation has not generated a Habermasian public sphere and an autonomous civil society that will lead China inevitably toward democracy. Instead, the immediate result has been “public sphere praetorianism,” a condition in which the construction of culture becomes excessively market-oriented without being directed toward the achievement of public political goals. The case of China shows that under such conditions, a society is set adrift and rudderless, with its members unable or unwilling to channel their energies toward the resolution of pressing public concerns, and communication flows dissolve into a patternless mosaic. True, the flows are much less constrained by government than ever before—an important precondition for democratization. But the short-term effect is actually an enervating depoliticization—even narcotization—of society, while the state itself paradoxically continues to lose control.
