Book excerpt: Agriculture is a major contributor to Africa's GDP, the region's biggest source of employment and its largest food producer. However, agricultural productivity remains low and buyer-driven global value chains offer few opportunities for small producers to upgrade into higher value-added activities. In recent years, the revival of Africa's cooperatives has been celebrated by governments and international donors as a pathway towards inclusive agricultural development, and this book explores the strengths but also the issues which surround these cooperatives. The book scrutinizes the neoliberal ideal of economic prosperity arising through the operation of liberalized labor markets by illuminating the discriminatory nature of Uganda's informal labor relations. It points to the role of cooperatives as a potential instrument of progressive change in African export agriculture, where large numbers of small producers depend on casual wage work in addition to farming. In contrast to the portrayal, advanced by some governments and rarely questioned by donors, of an unproblematic co-existence of small producers' collective action and big capital interests, the author calls for a re-politicized debate on the Social and Solidarity Economy. As part of this, she highlights the adverse political and economic conditions faced by African cooperatives, including intense international competition in agricultural processing, inadequate access to infrastructure and services, and at times antagonistic state-cooperative relations. Supported by wide-ranging interdisciplinary evidence, including new ethnographic, survey and interview data, this book shows how cooperatives may be co-opted by both the state and corporations in a discourse that ignores structural inequalities in value chains and emphasizes poverty reduction over economic and political empowerment. It provides a critique of New Institutional Economics as a framework for understanding how institutions shape redistribution, and develops a political economy approach to explore the conditions for structural change in African export agriculture.

As Victoria Saker Woeste demonstrates, farming's cultural image continued to shape Americans' expectations of rural society long after industrialization radically transformed the business of agriculture. Even as farmers enthusiastically embraced cooperative marketing to create unprecedented industry- wide monopolies and control prices, they claimed they were simply preserving their traditional place in society. In fact, the new legal form of cooperation far outpaced judicial and legislative developments at both the state and federal levels, resulting in a legal and political struggle to redefine the place of agriculture in the industrial market. Woeste shows that farmers were adept at both borrowing such legal forms as the corporate trust for their own purposes and obtaining legislative recognition of the new cooperative style. In the process, however, the first rule of capitalism--every person for him- or herself--trumped the traditional principle of cooperation. After 1922, state and federal law wholly endorsed cooperation's new form. Indeed, says Woeste, because of its corporate roots, this model of cooperation fit so neatly with the regulatory paradigms of the first half of the twentieth century that it became an essential policy of the modern administrative state.

Book excerpt: The breathtaking number of mergers and joint ventures among agribusiness firms has left independent American farmers facing the power of an increasingly concentrated buying sector. The origin of farmers' concern with such economic concentration dates back to protests against meatpackers and railroads in the late nineteenth century. Jon Lauck examines the dimensions of this problem in the American Midwest in the decades following World War II. He analyzes the nature of competition within meat-packing and grain markets. In addition, he addresses concerns about corporate entry into production agriculture and the potential displacement of a production system defined by independent family farms. Lauck also considers the ability of farmers to organize in order to counter the market power of large-scale agribusiness buyers. He explores the use of farmer cooperatives and other mechanisms which may increase the bargaining power of farmers. The book offers the first serious historical examination of the National Farmers Organization, which fully embraced the bargaining power cause in the postwar period. Lauck finds that independent farmers' attempts at organization have been more successful than previously recognized, but he also shows that their successes have been undermined by the growing concentration and power of agri-business firms, justifying a new approach to antitrust law in agricultural markets.
