Available in PDF, EPUB and Kindle. Book excerpt: State Building and Democratization in Bosnia and Herzegovina details the post-Dayton evolution of the country over the last two decades. Carefully evaluating the successes and failures the book explores the slow progress of the democratization process and how key elites initially took hold of the state and its institutions and have successfully retained their grip on power, despite heavy international presence and reform attempts to counter-balance this trend. Bosnia and Herzegovina offers a useful lens through which to view international state-building and democratization efforts. International engagement here incorporated significant civilian and military investment and has been ongoing for many years. In each chapter international scholars and field-based practitioners examine the link between post-war events and a structure that effectively embeds ethno-national politics and tensions into the fabric of the country. These contributors offer lessons to be learned, and practices to be avoided whilst considering whether, as state-building and democratization efforts have struggled in this relatively advanced European country, they can succeed in other fragile states.

The 10th anniversary gives reason to investigate the post-war period, today's realities and future perspectives. Bosnian authors and international experts express their views on recent developments. Insiders and outsiders, working in the conflict and on its transformation, have been invited to tackle the questions: Which conflict lines mark the present society? Did peacebuilding activities address the underlying causes? What are obstacles for conflict transformation? What are the potentials and limits of international support? What does "civil society" mean in Bosnia and how is it related to statebuilding and democratisation? How can people constructively deal with the past in order to design the future in the region of former Yugoslavia? The book gives an overview on an important research focus of the Berghof Research Center, highlighting the work of its most important cooperation partners.

Book excerpt: Ten years on from the signing of the Dayton Peace Agreement in November 1995, the legacy of the Bosnian war still shapes every aspect of the political, social and economic environment of the tiny state. This state of affairs is highlighted by the fact that Bosnia is still under international control, with the Office of the International High Representative regularly using its powers to dismiss elected presidents, prime-ministers and MPs and to impose legislation over the resistance of elected legislatures at national, regional and local level. What has changed in the ten years since Dayton? Is international regulation helping to establish a sustainable peace in Bosnia? What lessons can be learned for nation-building in Bosnia? This volume was previously published as a special issue of the leading journal International Peacekeeping.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first to provide a comprehensive and systematic analysis of the foreign policy of Bosnia and Herzegovina, a post-conflict country with an active agency in international affairs. Bridging academic and policy debates, the book summarizes and further examines the first twenty-five years of BiH’s foreign policy following the country’s independence from Yugoslavia in 1992. Topics covered include conflict and post-conflict periods, Euro-Atlantic integration, political affairs on both local and regional levels, integration with a variety of international organizations and actors, neighboring states, bilateral relations with relevant other states including the United States, Russia, selected EU countries, and Turkey, as well as BiH’s diaspora. The book highlights that despite their apparent weakness, post-conflict states have agency to carry out foreign policy goals and engage with the international sphere, including in geopolitics, and thus provides a novel insight into weak states and their role in international politics.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 2007. Emerging from communism in the early 1990s, the new state of Bosnia and Herzegovina was immediately embroiled in devastating ethnonationalist conflict. Now an international protectorate, the choices of its elites may well propel Bosnia either to a stable future, integrated into an expanding European entity, or to a future filled with insecurity, conflict, and adversity. This volume assesses current conditions in Bosnia, as well as the prospects for stability in a country torn between nationalistic elites on the one hand and the desires of important regional actors for control of Bosnia on the other, with a fractious international community overseeing the matter. Friedman controversially denies that the wars of Yugoslavia's dissolution are a necessary product of ancient ethnic hatreds, contending that Bosnia and Herzegovina was once the quintessential multi-ethnic, multireligious community and could be again. Containing chapters on the country's history, economics, international relations, and politics, this book will provide social scientists with an accessible overview of contemporary Bosnia and Herzegovina.

A range of views on the challenges of the social, political, legal and psychological reconstruction of bosnian society are presented in this volume. It draws on the knowledge and experiences of scholars and practitioners from Bosnia-Herzegovina and internationally, and presents an analysis of the Bosnian case as an example for the study of other mulit-ethnic societies emerging from war. By combining a theoretical analysis of multi-ethnic societies with practical examples, the book hopes to highlight the complexities and sensitivities of a political system in a multi-ethnic state, especially in a post-war setting.

Available in PDF, EPUB and Kindle. Book excerpt: Politics of the European Union in Bosnia-Herzegovina: Between Conflict and Democracy, by Doga Ulas Eralp, evaluates the European Union's ability to transform the escalating political tensions at a period where the postconflict balance of the Dayton Peace Agreement is turning increasingly unsustainable. Eralp questions whether reforms integral to the EU membership process and existing European crisis management mechanisms can liberate Bosnian politics from the help of ethno-nationalism and plant the seeds for a successful liberal democracy. Eralp's text captures the tools and history of the EU's accession strategy for Bosnia-Herzegovina and the challenges of the Dayton system as two interrelated narratives, both exploring the realities of Bosnian politics and analyzing the overall quality of Bosnian democracy. Bosnia's consociational system, the role of the international community, and the intervention of the European Union are all put under the spotlight as the institutional and political factors behind Bosnia's stagnation. The text concludes with a discussion of factors that impact the effectiveness of the European Union as an important transformative actor in Bosnia.

Book excerpt: One of the most worrying phenomena of the current European scene is the growing disenchantment of many ordinary citizens with politics. Political problems are increasingly complex and technical in nature, and the democratic process is perceived as making little difference to their solution. The mass media contribute to this development by superficial reporting which encourages the public to regard politics as a kind of "spectator sport". The most effective remedy must be to involve citizens themselves in policy development and decision making on issues which they understand. Such issues are easiest to identify at local level and involvement can most readily be organised within the local community. This guide was designed as an awareness-raising and training tool for local politicians and staff, NGO activists and ordinary citizens, national associations of local authorities and training providers in Bosnia-Herzegovina and Serbia-Montenegro.

Available in PDF, EPUB and Kindle. Book excerpt: In 1995 none of the political parties representing the peoples of Bosnia preferred a federal option. Yet, Bosnia became a federal state, highly decentralised and with a complex institutional architecture. This solution was imposed on them by international actors as a result of peace negotiations following the Yugoslav wars. Political parties in post-war Bosnia were not willing to identify with or accept the federation. The international community intervened taking over key decisions and so Bosnia and Herzegovina became the first state to experience a new model of federalism, namely ’imposed federalism’ and a new model of a federal state, that of the ’internationally administered federation’. By combining comparative politics, conflict analysis and international relations theory Soeren Keil offers a unique analysis of federalism in post-Dayton Bosnia and Herzegovina. By exploring this model of ’imposed federalism’ not only does this study greatly contribute to the literature on developments in Bosnia and Herzegovina it also re-evaluates comparative federalism in theory and practice. This study also offers important conclusions for similar cases, both in the Western Balkans region and the wider world, where international involvement and federalism as a method of conflict resolution in diverse societies becomes ever more prevalent and important.

Available in PDF, EPUB and Kindle. Book excerpt: The introduction of consociational power sharing as a post-war political system has become one of the international community's preferred post-conflict devices. In situations where warring polities are internally divided by ethnic, religious, linguistic, or national identity, consociationalism guarantees the inclusion of all groups in the political process and prevents a ‘tyranny' of the majority over one or more minorities. However, if international actors keep intervening in the political process, the advantages of consociationalism are turned upside down.In this exceptional book, Adis Merdzanovic develops a theoretical and empirical approach to understanding consociational democracies that include external intervention. Using the case of Bosnia and Herzegovina, where the consociational Dayton Peace Agreement ended the three-year war between Serbs, Croats, and Bosniaks twenty years ago, it elaborates on the different approaches used in the past and gives practical recommendations for future state-building exercises by the international community.
