The book looks first at earlier precedents, such as the Black Death and the way in which the potential threats of the recent epidemic were diffused across the world in ‘instant news’ reports; examining why it was dubbed the first ‘global epidemic’ due to its media coverage and how far the threat started a psychological ‘tsunami’ of fear and panic. Next, it examines the anticipated economic consequences arising from this phenomenon and how it affected the business of everyday life, market behaviour and human resources in the Chinese and Overseas Chinese economies. It focuses in particular detail on the cases of the PRC, Hong Kong, Singapore and Taiwan. It concludes with a discussion of the issues involved and lessons to be learnt, and draws conclusions both for theory and practice vis-à-vis future pandemics that may threaten the global economy in the coming decade and the public policy issues involved

Like other major crises, the management of the SARS crisis provides a good opportunity to examine the strengths and weaknesses of the political systems in China and Hong Kong. From the outset, scholars at the East Asian Institute (EAI) followed closely the unfolding of the disease in China, particularly how each of the two societies coped with this random external shock. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

Book excerpt: Over the past few decades a number of emerging infectious diseases (EIDs) have disrupted societies throughout the world, including HIV, Ebola, H5N1 (or ‘‘avian flu’’) and SARS, and of course the coronavirus disease (COVID-19) which spread worldwide to become a global pandemic. As well as EIDs, countries and regions also contend with endemic diseases, such as malaria. There are many factors that have contributed to the rise in, and spread of, EIDs and other diseases, including overpopulation, rapid urbanization, environmental degradation, and antibiotic resistance. Political and cultural responses to disease can greatly affect their spread. The global community needs to defend itself against disease threats: one weak link is enough to start a chain reaction that results in a global pandemic such as COVID-19. Some states take a nationalistic approach towards combating disease; however, international cooperation and meaningful ‘‘viral sovereignty’’—empowering countries to create effective health institutions and surveillance systems in order to contain disease—must be considered. This volume, with a focus on Southeast Asia, Africa and North America, considers the intersection between disease, politics, science, and culture in the global battle against pandemics, making use of case studies and interviews to examine the ways in which governments and regions handle outbreaks and pandemics.

What are the political determinants of the different state responses to the pandemic? Why was scientific advice rejected or ignored in many countries? What has been the role, respectively, of neoliberalism, populism, and authoritarianism in the making of Covid-19 policy? What role have each of these factors played in the uneven and clearly inadequate global response to the pandemic? In an effort to understand why some states failed to handle the pandemic properly, some of the literature suggests that populism is at the root of the current failure of international co-operation. The global financial crisis of 2008-10 triggered significant cooperation within the G-20, led by the combined efforts of the United States and China. These forms of cooperation have clearly disappeared in the context of the pandemic, not only with respect to economic policy but also in public health and management. The authors of this volume link the different state responses to the pandemic-- from its inception to the start of the vaccination campaign, and to the political regimes prevailing in each. In particular, the present volume focuses on a distinction between the responses of neo-liberal regimes, populist regimes and authoritarian ones.

Historians from Thucydides to William McNeill have pointed to the connections between disease and civil society. Political scientists have investigated the relationship of public health to governance, introducing the concept of health security. In Contagion and Chaos, Andrew Price-Smith offers the most comprehensive examination yet of disease through the lens of national security. Extending the analysis presented in his earlier book The Health of Nations, Price-Smith argues that epidemic disease represents a direct threat to the power of a state, eroding prosperity and destabilizing both its internal politics and its relationships with other states. He contends that the danger of an infectious pathogen to national security depends on lethality, transmissability, fear, and economic damage. Moreover, warfare and ecological change contribute to the spread of disease and act as “disease amplifiers.” Price-Smith presents a series of case studies to illustrate his argument: the Spanish influenza pandemic of 1918-19 (about which he advances the controversial claim that the epidemic contributed to the defeat of Germany and Austria); HIV/AIDS in sub-Saharan Africa (he contrasts the worst-case scenario of Zimbabwe with the more stable Botswana); bovine spongiform encephalopathy (also known as mad cow disease); and the SARS contagion of 2002-03.
