Available in PDF, EPUB and Kindle. Book excerpt: U.S. Marines in Haiti. Pirates or drug traffickers penetrating the southern border of the United States. Special economic arrangements that foster growth for some and hardship for others. These headlines about the Caribbean's international relations and its impact on the United States could date from both the beginning and the end of the twentieth century. Troubled as it is, the Caribbean nonetheless features important accomplishments that will benefit the United States in the long term. This book examines the crucial and timeless impact Caribbean countries have on the United States and the world, and the methods they have been employing to consolidate their democracies, advance prosperity, and maintain the peace through international cooperation among themselves. Its primary aim is to discuss the dominant threat perceptions and security priorities of regional governments, the varied mechanisms in place to promote regional collective action, and the future agenda of U.S. foreign policy toward the Caribbean. Rooted in an historical analysis of continuity and change in the Caribbean's international subsystem, the book analyzes the Caribbean within a broader international pattern, marking a tension in world affairs between the global and the local. In addition, it explores the challenges to governments and peoples in the region posed by changes in its political economy.

Available in PDF, EPUB and Kindle. Book excerpt: The drug trade. Crime. Terrorism. Cyber threats. In the Caribbean, these cross-border Problems Without Passports (PWPs) have shaken the very foundation of nation states. Blending case studies with regional analysis, Ivelaw Lloyd Griffith examines the regionwide impact of PWPs and the complex security and sovereignty issues in play. The interaction of local and global forces within PWPs undermines the governments’ basic goal of protecting their people against military threats, subversion, and the erosion of political, economic, and social values. Seeking solutions to these multidimensional threats requires addressing both traditional and non-traditional security and sovereignty issues. Griffith focuses on clashes between PWPs and the state from warring drug gangs in Jamaica, to Trinidad and Tobago’s one-time status as a center for terrorism-related activities, to the political resurgence of drug trafficker Desi Bouterse in Suriname, and the growing cyber threats across the region. Informed and up to date, Challenged Sovereignty explains the effects of today’s globalized problems on the contemporary Caribbean.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the origins, history and organisation of the international system of narcotic drug control with a specific focus on heroin, cannabis and cocaine. It argues that the century-long quest to eliminate the production, trade in and use of narcotic drugs has been a profound failure. The statistics produced by the international and domestic narcotic drug control agencies point to a sustained expansion of the drug trade, despite the imposition of harsh criminal sanctions against those engaged, as producers, traffickers or consumers, in the narcotic drugs market. The roots of this major international policy failure are traced back to the outdated ideology of prohibition, which is shown to be counterproductive, utopian and a fundamentally inadequate basis for narcotic drug policy in the twenty-first century. Prohibition, championed by many US policy makers, has left the international community poorly positioned to confront those changes to the drug trade and drug markets that have resulted from globalisation. Moreover, prohibition based approaches are causing more harm than good, as is demonstrated through reference to issues such as HIV/AIDS, the environment, conflict, development and social justice. As the drug control system approaches its centenary, there are signs that the global consensus on narcotic drug prohibition is fracturing. Some European and South American states are pushing for a new approach based on regulation, decriminalisation and harm reduction. But those seeking to revise prohibition strategies faces entrenched resistance, primarily by the U.S. This important text argues that successive American governments have pursued a contradictory approach; acting decisively against the narcotic drug trade at home and abroad, while at the same time working with drug traffickers and producer states when it is in America's strategic interest. As a result, US policy approaches emerge as a decisive factor in accounting for the failure of prohibition.

Book excerpt: The Caribbean poses a significant drugs problem for the UK and the US, as the recent phenomenon of yardie gangs in British cities graphically illustrates. But in the islands themselves ganja, crack cocaine and the policies to control them have become, as this book demonstrates, a veritable social disaster. The authors, who are among the leading local researchers and engaged professionals in the region as well as the former regional head of the UN Drugs Control Programme, bring together new research investigations, insightful policy analysis and practical experience of on-the-ground interventions putting demand reduction into practice. The dimensions of the illicit drugs market in the Caribbean are made clear. The origins of the problem lie in part, it is argued, with the impact of neoliberal economic policies that have opened up the region's borders and gravely undermined its traditional sources of employment and exports, like bananas and sugar. The islands, in part under external US pressure, have adopted a region-wide policy of criminalization This has involved the creation of specialized drug courts and serious human and social consequences as a result of criminalizing traditional cultural practices around ganja consumption. Fascinating light is thrown on the difficulties facing drug abuse and rehabilitation centres and the dilemmas they throw up. Harm reduction as a fundamentally alternative approach to the drugs problem is also explored. This is the first book to examine the experiences of Caribbean countries since they adopted a coordinated approach to the drugs problem. There are valuable lessons to be learned at both policy and practical levels for other countries, and in particular those like the UK and US with large Caribbean populations.

Book excerpt: This volume brings together contributions by eleven noted specialists on peace and security issues in the Caribbean. All chapters are based on recent research on the radically transformed regional situation in the post Cold-War context. Particular emphasis is placed on the formulation of security policies by the most relevant security actors, including both external powers present in the region, independent states and subregional groupings. This discussion is placed in the framework of post Cold-War security outlooks which focus on 'non-traditional' threats, mainly drugs and illegal migration.
