Book excerpt: The Colombian experience with labor market reform that began in 1990 and ended with the issuing of a new labor code in 2002 provides important lessons about the difficulties of implementing policy changes. A successful reform has to surpass a set of "deals," during the design phase, consensus building with civil society, submission to Congress and parliamentary debate, before it gets approved. The paper presents the story of two failed attempts by the Colombian government to produce these "deals." It shows what economic and social considerations created the need for reform, describes the actual policy changes implemented and evaluates their impact. The paper delves deep into the political aspects of the reform effort.

It finds that program-induced changes in production, employment, and real incomes have benefited the poor, while the adverse impact of program-induced price changes was modest and was largely cushioned by government policies. The paper describes the dimensions of poverty in Colombia, surveys government programs to alleviate poverty, and reviews the factors contributing to the improvement in the income distribution in recent years.

This book was released on 2021-09-17 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper documents the impact of the COVID-19 pandemic and associated lockdowns on the Colombian labor market using household micro-data. About a quarter of employment was temporarily disrupted at the height of the first pandemic-induced lockdown in 2020. Women, the young, and the less educated were the most affected groups. Since then, a remarkable recovery, led by a rebound in informal employment, has taken place. By adjusting both employment levels and hours faster, the informal sector acted as an important margin of adjustment, particularly in those industries most affected by the first lockdown. The informal sector also appears to have played a role in decreasing the sensitivity of aggregate employment to more recent lockdowns in 2021, as the economy has learned to cope with pandemic restrictions, although the possibility of higher informality rates becoming embedded remains an substantial downside risk for long-term productivity.

Available in PDF, EPUB and Kindle. Book excerpt: The creation of jobs is critical in Third World countries where growing populations face unemployment or inadequate employment. Many have put forth theories and suggestions that address this problem, but there has been insufficient empirical analysis of the effects of specific policies on employment growth. The author examines macroeconomic theories of labour market behavior and labour force definitions and concepts, assessing how productive they are in formulating employment strategies for Colombia. The implications of a range of alternative policies for generating jobs, their effectiveness in reducing unemployment, and possible programs for the future are analyzed.

Available in PDF, EPUB and Kindle. Book excerpt: More than a decade has passed since the introduction of comprehensive macroeconomic stabilization packages and trade, fiscal, and financial market reforms in Latin America and the Caribbean. However, growth prospects remain disappointing; labor markets show lackluster performance, with low participation rates, high and persistent informality, and, in some cases, open unemployment. Creating viable and lasting employment is vital to reduce poverty and spread prosperity in the region. The failure to create more and more productive and rewarding jobs carries substantial political, social, and economic costs. 'Job Creation in Latin America and the Caribbean: Recent Trends and Policy Challenges' provides a thorough examination of the labor market trends in the region in recent decades and assesses the role that labor demand and labor supply factors have played in shaping these outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: Catastrophic climate change overshadows the present and the future. Wrenching economic transformations have devastated workers and hollowed out communities. However, those fighting for jobs and those fighting for the planet have often been at odds. Does the world face two separate crises, environmental and economic? The promise of the Green New Deal is to tackle the threat of climate change through the empowerment of working people and the strengthening of democracy. In this view, the crisis of nature and the crisis of work must be addressed together—or they will not be addressed at all. This book brings together leading experts to explore the possibilities of the Green New Deal, emphasizing the future of work. Together, they examine transformations that are already underway and put forth bold new proposals that can provide jobs while reducing carbon consumption—building a world that is sustainable both economically and ecologically. Contributors also debate urgent questions: What is the value of a federal jobs program, or even a jobs guarantee? How do we alleviate the miseries and precarity of work? In key economic sectors, including energy, transportation, housing, agriculture, and care work, what kind of work is needed today? How does the New Deal provide guidance in addressing these questions, and how can a Green New Deal revive democracy? Above all, this book shows, the Green New Deal offers hope for a better tomorrow—but only if it accounts for work’s past transformations and shapes its future.
