Military regimes have been replaced in Argentina (1983), Uruguay (1985), and Brazil (1985). Despite great interest in these new democracies, the role of the military in the process of transition has been under-theorized and under-researched. Alfred Stepan, one of the best-known analysts of the military in politics, examines some of the reasons for this neglect and takes a new look at themes raised in his earlier work on the state, the breakdown of democracy, and the military. The reader of this book will gain a fresh understanding of new democracies and democratic movements throughout the world and their attempts to understand and control the military. An earlier version of this book has been a controversial best seller in Brazil. To examine the Brazilian case, the author uses a variety of new archival material and interviews, with comparative data from Argentina, Uruguay, Chile, and Spain. Brazilian military leaders had consolidated their hold on governmental power by strengthening the military-crafted intelligence services, but they eventually found these same intelligence systems to be a formidable threat. Professor Stepan explains how redemocratization occurred as the military reached into the civil sector for allies in its struggle against the growing influence of the intelligence community. Should the military be totally subordinate to the polity? Or should the armed forces be allowed autonomy in order to provide national security? Recently, the dangers of military dictatorships-as have existed in countries like Panama, Chile, and Argentina-have become evident. However, developing countries often lack the administrative ability and societal unity to keep the state functioning in an orderly and economically feasible manner without military intervention.Societies, of course, have dealt with the realities of these problems throughout their histories, and the action they have taken at any particular point in time has depended on numerous factors. In the "first world" of democratic countries, the civil-military relationship has been thoroughly integrated, and indeed by most modern standards this is seen as essential. However, several influential Western thinkers have developed theories arguing for the separation of the military from any political or social role. Samuel Huntington, emphasized that professionalism would presuppose that the military should intervene as little as possible in the political sphere. Samuel E. Finer, in contrast, emphasizes that a government can be efficient enough way to keep the civil-military relationship in check, ensuring that the need for intervention by the armed forces in society would be minimal. At the time of the book's original publication, perhaps as a consequence of a post-World War II Cold War atmosphere, this was by no means a universally accepted position. Some considered the military to be a legitimate threat to a free society. Today's post-Cold War environment is an appropriate time to reconsider Finer's classic argument.The Man on Horseback continues to be an important contribution to the study of the military's role in the realm of politics, and will be of interest to students of political science, government, and the military.

The author then illustrates how military regimes exhibit cyclical tendencies: first, military officers occupy principal offices in the state, followed by a period when civilians play an increasingly important role as technocrats and administrators. This phase of "cohesion without consensus" is followed by a state of political stasis, founded on mutual acceptance of the new rulers by competing and often antagonistic social groups that nevertheless derive, or hope to derive, some benefit from the regime. But military governments are ultimately wrecked by the social forces that made them necessary, and for the same reason: an inability to mediate among clashing, hostile social groupings and to build real coalition among them. These ideas are refined with the aid of six case studies of military regimes of significant duration, in different time periods, and in different cultures. In its theorizing and its search for generalizable propositions, the book breaks new ground and should lead to additional research, using comparative data, on both the bureaucratization of armies and the performance of military governments.

Dilemmas of Democracy and Dictatorship is a collection of essays Radu has published over the past decade. Some are opinion pieces; others are academic articles. The topics include political violence and terrorism in general, and in specific areas--Latin America, the Balkans, Turkey, Sub-Saharan Africa, Western and Eastern Europe. Radu discusses the causes and methods of contemporary terrorism, the process of state decay in some African countries, and mentalities and absurdities in Latin and Balkan politics. He also points out Western European illusions, delusions, and attitudes, and reviews American policy and confusion in dealing with the Third World. At times the analysis is political, other times military, and often it is sociological or psychological. In the author's words he is "always politically incorrect." The approach is multidisciplinary.
