Excerpt: ...banks are obliged to consign to the Deposit Office of the Finance Department, in the shape of security, national or municipal bonds representing in value one-fourth of the deposits; if this guaranteed fund amounts to half the capital then commercial bills may serve as security. In all other respects savings banks are subject to the regulations of ordinary banks. The accounts of savings banks for the past ten years are as follows: --While on the subject of banks it is.well to mention the clearing houses. Although the custom of payment by bills of exchange existed in Japan long ago, clearing houses were first introduced only in 1879 in Osaka, and then in Tokyo, Kobe, Yokohama, Kyoto, and Nagoya; and were established on the model of the London clearing house. The accounts of the clearing houses of the abovementioned six towns for the last ten years are shown in the following figures: --CHAPTER XI. The Imperial Budget. The Japanese Imperial Budget is divided into ordinary and special; under the former is designated the report of the national revenues and expenditures; under the latter the report of revenues and expenditures of several accounts which from their nature are not included in the categories provided by law, and must therefore be recorded separately. All national receipts enter the Imperial Treasury, except that receipts received by separate departments cannot be applied to the satisfaction of the requirements of those or other departments. An exception is, however, allowed; in special cases it is permitted to have recourse to the revenues of a particular locality, and a special account is opened, viz., (i) in the event of war, a special war fund is opened; (2) in cases where the revenues of a particular locality are specially.
