Although he rarely gave interviews and never held elected office, Santamaria became widely known through his regular commentaries in the "Australian" and in his magazine "News Weekly".Building on his battle against Communist influence in the trade unions, Santamaria boldly attempted to capture the ALP and transform it into a European-style Christian Democrat party. The ensuing split was disastrous, demoralising the ALP, and casting Santamaria out of the Labor fold for all time.

Book excerpt: This book addresses the meaning of contemporary social democracy and how the centre-left is navigating through its current identity crisis, through a series of cases of social democratic and labour parties across Europe and the Anglosphere. The book examines the ideological, policy, electoral and organisational dilemmas facing the centre-left. Taking in cases including those from the UK, Austria, France, Germany, Scandinavia, Australia, and New Zealand, it outlines and explores the current and future trajectories of the family of centre-left parties. This text will be of key interest to students, scholars and interested readers of labour and social democratic politics, centre-left political parties, trade unions, the future of the centre-left, and more broadly to those studying political parties, European and comparative politics.

Available in PDF, EPUB and Kindle. Book excerpt: By the end of the nineteenth century, reform and development of the British electoral system had inaugurated a new style of mass politics which fundamentally transformed the face of the British party system. This book traces the evolution of recognisably modern parties from their roots in the 1880s through half a century of dramatic change in organisational structure, electoral competition and constitutional thought. In the House of Commons the Labour Party replaced the Liberals as the radical answer to the Conservative Party. In the country at large the complex web of Victorian social, regional and religious allegiances gave way to a cruder but more dynamic model of modern political loyalties. The transformation at Westminster and in the constituencies is surveyed in relation to changes to the franchise (including the vote for women), class consciousness, political organisation and doctrine. The comprehensive account explains the varying fortunes of the parties in the face of mass democracy, collectivism, the First World War and economic uncertainty. It also provides a critical insight into the debates and conflicts of interpretation which surround this pivotal period in British political history.

Book excerpt: During Latin America's third democratic wave, a majority of countries adopted a runoff rule for the election of the president, effectively dampening plurality voting, opening the political arena to new parties, and assuring the public that the president will never have anything less than majority support. In a region in which undemocratic political parties were common and have often been dominated by caudillos, cautious naysayers have voiced concerns about the runoff process, arguing that a proliferation of new political parties vying for power is a sign of inferior democracy. This book is the first rigorous assessment of the implications of runoff versus plurality rules throughout Latin America, and demonstrates that, in contrast to early scholarly skepticism about runoff, it has been positive for democracy in the region. Primarily through qualitative analysis for each country, the author argues that, indeed, an important advantage of runoff is the greater openness of the political arena to new parties--at the same time that measures can be taken to inhibit party proliferation. In this context, it is also the first volume to address whether or not a runoff rule with a reduced threshold (for example, 40% with a 10-point lead) is a felicitous compromise between majority runoff and plurality. The book considers the potential for the superiority of runoff to travel beyond Latin America--in particular, and rather provocatively, to the United States.

Available in PDF, EPUB and Kindle. Book excerpt: As a study of the greatest middle class party of Imperial Germany, The Splintered Party is inevitably, in its broadest aspect, an inquiry into the weaknesses of liberalism in the Empire of Bismarck and Wilhelm II. How did the National Liberals, the dominant force in the Reichstag of the 1870s, become by 1914 a spent and divided power? Professor White explores this question from a new perspective, emphasizing regional circumstances as primary agents of the party's decline. The resulting portrait underscores the paradox of the National Liberals: a party with strength in all areas of the Empire, a rarity before 1914, yet a party whose impact was undermined bydivisions among its regional branches. In The Splintered Party the former Grand Duchy of Hessen serves as a testing ground where the regional foundations of National Liberalism can be exposed. As Professor White points out, the party's reversals on the Imperial plane after 1878--rejection by Bismarck, electoral defeats, internal splits--not only ended its early primacy in German affairs but also shifted political initiative from Berlin and the Reichstag delegation to the National Liberal branches in the states and provinces, which had maintained unity, power, and alliances with local government in spite of the upheaval above them. The consequences of this change become visible through close examination of the political and social structure in Hessen. On the regional level a liberalism based on the claim to majority representation by the notables (Honoratioren) of bourgeois society, a creed no longer plausible in national politics, remained defensible. Through the Heidelberg Declaration of 1884 the National Liberals of the German Southwest attempted to buttress this approach with an economic and social platform and, simultaneously, to make it the impulse of the national party's revival. But they succeeded only in deferring National Liberalism's adjustment to democratic politics and in subordinating their movement to the clash of regional and constituency interests. The result was a chronically splintered party. Against the backdrop of this main theme, White delineates several additional features of the changing political and social scene in Imperial Germany--the local power of the notables, Bismarck's skills as a political manager, the character of agrarian discontent and rural anti-Semitism, the steady advance of socialism. The uniquely German element in National Liberalism's failure is assessed in a concluding comparison with the development of liberal politics in Britain and Italy.
