Book excerpt: Plebiscites, or referendums, are epitomes of direct democracy and the right of self-determination. While direct democracy has always been a key subject in the theory and practice of western liberal democracies, the issue of self-determination has been propelled to the fore by the hegemonistic moves of Russia. By providing a historical analysis of the post-World War One plebiscites, this book deals with enduring, painfully contemporary, and in in any case fundamental, concepts. The contributors to this edited volume approach the referendums comparatively. After grounding the analysis theoretically, the authors look at detailed aspects of individual cases, with the two plebiscites held in the Danish-German border region of Schleswig in the winter of 1920 as points of departure. They then extend the exploration through the inter-war period and address the effects of border delimitations on everyday life or gender roles in the context of ethnic mobilization. Finally, the book places the post-World War One plebiscites in a long-term perspective. The concluding essays assess, among others, the applicability of plebiscitary solutions to contemporary conflicts, taking into consideration issues of borders, religion, language, identity, and minority rights.

The Execution of the Treaty and the Plebiscites The Treaty of Versailles was ratified on January 10,1920, and except in the plebiscite areas its territorial provisions came into force on that date. The Slesvig plebiscite (February and March, 1920) awarded the north to Denmark and.tlifisouth to Germany, in each case by a decisive majority. The East Prussian plebiscite (July, 1920) showed an overwhelming vote for Germany. The Upper Silesian plebiscite (March, 1921) yielded a majority of nearly two to one in favor of Germany for the province as a whole,1 but a majority for Poland in certain areas of the south and east. On the basis of this vote, and having regard to the industrial unity of certain disputed areas, the principal Allies, with the exception of France, More exactly, out of 1,220,000 entitled to vote and 1,186,000 actual voters, 707,000 votes or seven-elevenths were cast for Germany, and 479,000 votes or four-elevenths for Poland. Book excerpt: We have known for many decades that the Paris Peace Conference of 1919 "failed", in the sense that it did not prevent the outbreak of World War II. This book investigates not whether the Paris Peace Conference succeeded or failed, but the historically specific international system it created. It explores the rules under which that system operated, and the kinds of states and empires that inhabited it. Deepening the dialogue between history and international relations theory makes it possible to think about sovereignty at the Paris Peace Conference in new ways. Sovereignty in 1919 was about not just determining of answers demarcating the international system, but also the questions. Sovereignty in 1919 was about remaking the world. Most histories of the Paris Peace Conference stop with the signing of the Treaty of Versailles with Germany on 28 June 1919. Sovereignty at the Paris Peace Conference of 1919 considers all five treaties produced by the conference as well as the Treaty of Lausanne with Turkey in 1923. It is organized not chronologically or geographically, but according to specific problems of sovereignty. A peace based on "justice" produced a criminalized Great Power in Germany, and a template problematically applied in the other treaties. The conference sought to unmix lands and peoples in the defeated multinational empires by drawing boundaries and defining ethnicities. The conference sought not so much to oppose revolution as to instrumentalize it in the new international system. The League of Nations, so often taken as the supreme symbol of the failure of the conference, is better considered as a continuation of the laboratory of sovereignty established in Paris.
