The movement for the general introduction of drawing in the public schools, and of definite endeavors to promote art education, with a purpose to develop and improve the art industries of a people, seemed alike sudden in England and in the United States. In England it was apparently the definite result Of the first world's fair - the exhibition of 1851. In the United States it had its origin in Boston, in 1870, where it was a direct outcome of the English movement. The Centennial exhibition in Philadelphia in 1876, where the work in drawing of the Massachusetts normal art school, and of the public schools in Boston, was shown, made possible the rapid and remarkable development throughout the United States of the two kindred elements in education, namely, industrial art drawing and manual training. Nothing so crystallizes the crude charcoal of childhood into the diamonds of humanity as systematic self - directed effort. What we have to beware of is that this industrial work, this honest toil, does not degenerate into drudgery. And this danger will be avoided when a well-organized continuation school keeps pace with the period of apprenticeship, giving it meaning and thoroughness, making it many-sided, taking hold of and ennobling all its interests. Even the hardest work ceases to be a torment when we perform it with all our hearts. The introduction of industrial work or manual training into the upper classes of the primary school is without doubt a most useful undertaking in the interests of industrial education. We have long adopted this plan in Munich, although we have not carried it so far as the ecoles professionnelles in Belgium and France. Indeed, from a social and economic standpoint it is much easier than the establishment of well - organized continua tion schools. For the elementary classes do not have to struggle against the egoism of employers. But this cannot take the place of well-developed continuation schools. For the aim and end of all this training cannot be merely industrial education. Its aim and end is the education of the man, whom it will not permit to be identified with and lost in the workman. And the modern state can never hope to become a state of culture and justice till it has succeeded, by the right manner of instruo tion, in restoring to work, robbed of its divinity by the advance of industry, its educational powers. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Whereas in and by an Order of Our Governor General in Council bearing date the first day of June, in the year of Our Lord one thousand nine hundred and ten (a copy of which is hereto annexed), provision has been made for inquiry by Our Commissioners therein and hereinafter named into the needs and present equipment of Our Dominion of Canada respecting industrial training and technical education, and into the systems and methods of technical instruction obtaining in other countries; Now Know Ye that by and with the advice of Our Privy Council for Canada, We do by these presents nominate, constitute and appoint James W.Robertson, C.M.G., LL.D., of the City of Montreal, in the Province of Quebec, Esquire; the Honourable John Neville Armstrong, of North Sydney, in the Province of Nova Scotia, Barrister at Law; the Reverend George Bryce, M.A., D.D., LL.D., F.R.S.C., of the City of Winnipeg, in the Province of Manitoba, Minister of the Gospel; Gaspard de Serres, of the City of Montreal, in the Province of Quebec, Esquire; Gilbert M. Murray, B.A., of the City of Toronto, in the Province of Ontario, Esquire; David Forsyth, B.A., of Berlin, in the said Province of Ontario, Esquire, and James Simpson, of the said City of Toronto, Esquire, to be Our Commissioners to conduct such inquiry. To Have, hold, exercise and enjoy the said office, place and trust unto the said James W. Robertson, Honourable John Neville Armstrong, George Bryce, Gaspard de Serres, Gilbert M. Murray, David Forsyth, and James Simpson, together with the rights, powers, privileges and emoluments unto the said office, place and trust, of right and by law appertaining during pleasure. And We do further by these presents nominate, constitute and appoint the said James W. Robertson, Chairman of the said Commissioners, and Thomas Bengough, C.S.R., of the said City of Toronto, Secretary and Reporter to the said Commission.
