This paper briefly describes the key constituent activities of the petroleum sector, as well as the scope for horizontal and vertical integration. It does so based on the notion of an industry value chain (or value system). It also discusses some of the key policy decisions associated with the different stages of the value chain. Overall, this paper seeks to introduce key activities, value drivers and risk factors of the petroleum industry. This is a draft version of Chapter 1 of the Study on “National Oil Companies and Value Creation”, undertaken by the Oil, Gas and Mining Policy Division of the World Bank. This draft version has been published to inform the public on progress and invite dialogue. A revised version of this paper will be included in the Study which is expected to be completed by June 2010. The paper was written by Christian O. H. Wolf (Consultant), with contributions from the Task Leader of the Study, Silvana Tordo (Lead Energy Economist, Oil, Gas and Mining Division of the World Bank).

As such, they are of great consequence to their country's economy, to importing countries' energy security, and to the stability of oil and gas markets. The paper analyzes the available evidence on the objectives, governance and performance of 20 NOCs from both net importing and net exporting countries, and draws conclusions about the design of policies and measures that are more likely to lead to social value creation. NOCs differ from private companies on a number of very important variables, including the level of competition in the market in which they operate, their business profile along the sector value chain, and their degree of commercial orientation and internationalization. Most share some core characteristics: they are usually tied to the 'national purpose' and serve political and economic goals other than maximizing the firm's profits. This paper introduces a conceptual model to analyze value creation by NOCs that takes into consideration their complex objective function. Our analysis aims to answer the following questions: Are certain corporate governance arrangements more suited than others to promote value creation? Is good geology a pre-condition for NOC value creation? Are there benefits from exposing the NOC to competition from private oil companies? Does the development of forward and backward linkages hamper NOC value creation?

When he was taking the Reservoir Simulator course. He saw that there was a need to make a Simulator that integrates the reservoir to the Fuel pump. When the author was admitted to SONANGOL, he became interested in understanding the basic technical concepts, and commercial activities established in the Petroleum Field Development Act after participating in several Petroleum projects. The PTY project, Value Chain Simulator, started to be executed in 2004 when the author was working as a process engineer at Project Rosa. In 2004, first sketch of the value chain simulator was done by the Project team. During this phase of the project, the sketch of the Submarine Simulator was done. In 2007, the sketch of the production installation simulator in Italy was made when the author was participating in the Value Chain Management and Technique Course. In 2008, after the conclusion of the Value Chain Management and Technique course, the separation of the Submarine Simulator and installation was carried out by the Author. During his 2009-2010 Mission period in Houston, Texas, the author started to integrate the deep water project simulator, and the oil marketing simulator, Refinery, Logistics, Distribution, and fuel pump. In 2011, it started to integrate the onshore, deep water and Gas Chain Simulators. In the same year the Value Chain Simulator was successfully completed and tested. It began to be sold on the Angolan market by the company named SILVESTRE'S ENTREPRISE INCOORPERATED. Apart of this Silvestre Cassa Iombo gas developed one of the first calculator to project petroleum infrastructure and estimate its cost, OFC2000.

Book excerpt: There is abundant literature focusing on the palm oil sector, which has grown into a vigorous sector with production originating mainly from Malaysia and Indonesia, and on increased palm oil consumption in many countries around the globe, particularly European Union states, China and India. This sector expansion has become quite controversial, because while it has negative social and environmental impacts, it also leads to positive benefits in generating fiscal earnings for producing countries and regular income streams for a large number of large- and small-scale growers involved in palm oil production. This document reviews how the social, ecological, and environmental dynamics and associated implications of the global palm oil sector have grown in complexity over time, and examines the policy and institutional factors affecting the sector's development at the global and national levels. This work examines the geographies of production, consumption and trade of palm oil and its derivatives, and describes the structure of the global palm oil value chain, with special emphasis on Malaysia and Indonesia. In addition, this work reviews the main socioenvironmental impacts and trade-offs associated with the palm oil sector's expansion, with a primary focus on Indonesia. The main interest is on the social impacts this has on local populations, smallholders and workers, as well as the environmental impacts on deforestation and their associated effects on carbon emissions and biodiversity loss. Finally, the growing complexity of the global oil palm value chain has also driven diverse types of developments in the complex oil palm policy regime governing the sector's expansion. This work assesses the main features of this emerging policy regime involving public and private actors, with emphasis on Indonesia. There are multiple efforts supporting the transition to a more sustainable palm oil production; yet the lack of a coordinated public policy, effective incentives and consistent enforcement is clear and obvious. The emergence of numerous privately driven initiatives with greater involvement of civil society organizations brings new opportunities for enhancing the sector's governance; yet the uptake of voluntary standards remains slow, and any push for the adoption of more stringent standards may only widen the gap between large corporations and medium- and smallscale growers. Greater harmonization between voluntary and mandatory standards, as well as among private initiatives is required. Commitments to deforestation-free supply chains have the potential to reduce undesired environmental impacts from oil palm expansion, and while this risks excluding smallholders from the supply chains, such commitments may function to leverage the upgrading of smallholder production systems. Their success, however, will require greater public and private sector collaboration.
