They have promoted a powerful antiregulatory storyline to counter environmentalists' scenario of a fragile earth in need of protection, mobilized grassroots opposition, and mounted creative legal challenges to environmental laws. But what has been the impact of all this activity on policy? In this book, Judith Layzer offers a detailed and systematic analysis of conservatives' prolonged campaign to dismantle the federal regulatory framework for environmental protection. Examining conservatives' influence from the Nixon era to the Obama administration, Layzer describes a set of increasingly sophisticated tactics—including the depiction of environmentalists as extremist elitists, a growing reliance on right-wing think tanks and media outlets, the cultivation of sympathetic litigators and judges, and the use of environmentally friendly language to describe potentially harmful activities. She argues that although conservatives have failed to repeal or revamp any of the nation's environmental statutes, they have influenced the implementation of those laws in ways that increase the risks we face, prevented or delayed action on newly recognized problems, and altered the way Americans think about environmental problems and their solutions. These opposing goals are based on the idea that limiting governmental power will guarantee individual liberty. The Path of American Public Policy: Comparative Perspectives asks how this foundational tension might limit the range of options available to American policy makers. What does the resistance to change in Washington teach us about the American system of checks and balances? Why is it so difficult (though not impossible) to make sweeping policy changes in the United States? How could things be different? What would be the implications for policy formation if the United States adopted a British-style parliamentary system? To examine these questions, this book gives an example of when comprehensive change failed (the 1994 Contract with America) and when it succeeded (the 2010 Affordable Care Act). A comparison of the two cases sheds light on how and why Obama’s health care was shepherded to law under Nancy Pelosi, while Newt Gingrich was less successful with the Contract with America. The contrast between the two cases highlights the balance between majority rule and minority rights, and how the foundational tension constrains public-policy formation. While 2010 illustrates an exception to the rule about comprehensive policy change in the United States, the 1994 is an apt example of how our system of checks and balances usually works to stymie expansive, far-reaching legislative initiatives.

Drawing on careful research on post-Soviet Central Asia, Edward Schatz argues that anti-Americanism is best seen not as a rising tide that swamps or as a conflagration that overwhelms. Rather, "America" is a symbolic resource that resides quietly in the mundane but always has potential value for social and political mobilizers. Using a wide range of evidence and a novel analytic framework, Schatz considers how Islamist movements, human rights activists, and labor mobilizers across Central Asia avail themselves of this fact, thus changing their ability to pursue their respective agendas. By refocusing our analytic gaze away from high politics, he affords us a clearer view of the slower-moving, partially occluded, and socially embedded processes that ground how "America" becomes political. In turn, we gain a nuanced appreciation of the downstream effects of US foreign policy choices and a sober sense of the challenges posed by the politics of traveling images. Most treatments of anti-Americanism focus on politics in the realm of presidential elections and foreign policies. By focusing instead on symbols, Schatz lays bare how changing public attitudes shift social relations in politically significant ways, and considers how changing symbolic depictions of the United States recombine the raw material available for social mobilizers. Just like sediment traveling along waterways before reaching its final destination, the raw material that constitutes symbolic America can travel among various social groups, and can settle into place to form the basis of new social meanings. Symbolic America, Schatz shows us, matters for politics in Central Asia and beyond.
