Book excerpt: Poverty Reduction Strategies (PRSs) are the new buzzwords in development aid. Some 70 countries have already elaborated them in response to World Bank and bilateral aid agency requirements. This book presents detailed, field-level research on the application of PRSs in three countries: Tanzania, Vietnam and Honduras It describes the changing relations between the governments of these countries, donor agencies, and civic organizations that have taken part in formulating the new generation of PRSs. Poverty Reduction Strategies run up against a central paradox: in giving decisive policymaking powers to external agencies, the very process of drawing up development strategies to prioritise reducing poverty can gravely undermine the consolidation of democratic forces, structures and ideas in developing countries.

Book excerpt: In 1999, the IMF and the World Bank adopted a new frame work for supporting economic reform in low-income member countries to achieve the objectives of poverty reduction and economic growth. The frame work consists of two key elements: country-authored Poverty Reduction Strategy Papers, drawing on broad-based consultations with key stake holder groups; and a vehicle for the provision of IMF concessional lending, the Poverty Reduction andGrowth Facility. This evaluation takes stock of progress to date and attempts to identify short comings that may require course corrections in the design and implementation of the initiative.

Available in PDF, EPUB and Kindle. Book excerpt: This book, aimed at postgraduate level students, analyzes government relationships with international financial institutions to evaluate the role of citizen participation in formulating national poverty reduction policies. Palash Kamruzzaman first explores the rhetoric of participation in development policies and goes on to examine how such citizen participation efforts were outlined in the Poverty Reduction Strategy Paper of Bangladesh, where local development brokers play an important economic role. Ultimately, he argues that participatory policies are not enough; we need an entire overhaul of poverty reduction thinking and enough political will—from citizens and politicians alike—to implement it.

Book excerpt: Despite severe exogenous shocks, the macroeconomic program remained broadly on track, and several social indicators, particularly in the area of basic education, progressed. A variety of measures have been successfully implemented to improve the environment for private sector development, reduce the vulnerability of the rural sector, and strengthen public finance management. A more comprehensive framework for growth-enhancing policies should encompass the rural sector; foster the development of analytical links between budgets and results; and strengthen the role of the Poverty Reduction Strategy Paper (PRSP) as an integrative framework for sectoral policies.

Available in PDF, EPUB and Kindle. Book excerpt: One-in-seven adults and one-in-five children in the United States live in poverty. Individuals and families living in povertyÊnot only lack basic, material necessities, but they are also disproportionally afflicted by many social and economic challenges. Some of these challenges include the increased possibility of an unstable home situation, inadequate education opportunities at all levels, and a high chance of crime and victimization. Given this growing social, economic, and political concern, The Hamilton Project at Brookings asked academic experts to develop policy proposals confronting the various challenges of AmericaÕs poorest citizens, and to introduce innovative approaches to addressing poverty.ÊWhen combined, the scope and impact of these proposals has the potential to vastly improve the lives of the poor. The resulting 14 policy memos are included in The Hamilton ProjectÕs Policies to Address Poverty in America. The main areas of focus include promoting early childhood development, supporting disadvantaged youth, building worker skills, and improving safety net and work support.

This book was released on 2006 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper contributes to explain the cross-country heterogeneity of the poverty response to changes in economic growth. It does so by focusing on the structure of output growth. The paper presents a two-sector theoretical model that clarifies the mechanism through which the sectoral composition of growth and associated labor intensity can affect workers' wages and, thus, poverty alleviation. Then in presents cross-country empirical evidence that analyzes first, the differential poverty-reducing impact of sectoral growth at various levels of disaggregation, and the role of unskilled labor intensity in such differential impact. The paper finds evidence that not only the size of economic growth but also its composition matters for poverty alleviation, with the largest contributuons from labor-intensive sectors (such as agriculture, construction, and manufacturing). The results are robust to the influence of outliers, alternative explanations, and various poverty measures.
