Book excerpt: In December 2015, 196 parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, seen as a decisive landmark for global action to stop human- induced climate change. The Paris Agreement will replace the 1997 Kyoto Protocol which expires in 2020, and it creates legally binding obligations on the parties, based on their own bottom-up voluntary commitments to implement Nationally Determined Contributions (NDCs). The codification of the climate change regime has advanced well, but the implementation of it remains uncertain. This book focuses on the implementation prospects of the Agreement, which is a challenge for all and will require a fully comprehensive burden- sharing framework. Parties need to meet their own NDCs, but also to finance and transfer technology to others who do not have enough. How equity- based and facilitative the process will be, is of crucial importance. This volume presents an Empirical Model of Global Climate developed by the authors and uses that model to show that global warming will likely remain below 2oC, relative to preindustrial, throughout this century provided: a) both the unconditional and conditional Paris INDC commitments are followed; b) the emission reductions needed to achieve the Paris INDCs are carried forward to 2060 and beyond. The first section of the book provides a short overview of Earth’s climate system, describing and contrasting climatic changes throughout the planet’s history and anthropogenic changes post-Industrial Revolution. The second section describes the climate model developed by the authors (Canty et al., Atmospheric Chemistry and Physics, 2013) and contrasts the model with climate models used in the Intergovernmental Panel on Climate Change (IPCC) 2013 Report. Chapter 3 examines both the unconditional (i.e., firm commitments) and conditional Paris INDCs (commitments contingent on financial flow and/or technology transfer) through the lens of their climate model and concludes that if all of the Paris INDCs are followed, then they are indeed a beacon of hope for Earth’s climate. The fourth part of the book offers a perspective of energy needs and subsequent emissions reductions required to meet the Paris temperature goals, illuminating challenges faced both in the developing world and the developed world. Throughout the book, easy-to-understand charts and graphics illustrate concepts. Book excerpt: While the Paris Agreement provides an indispensable framework for expanding global collaboration on climate change, countries' initial pledges are not nearly sufficient to keep climate disruption within tolerable limits. The Agreement's mechanism to address this shortfall relies primarily on peer review and “naming and shaming” laggards. This creates only weak incentives for countries to do more than they otherwise would to contain their emissions, and is unlikely produce sufficient new ambition. For the Agreement to generate much deeper emissions cuts over time, it must be supplemented with stronger incentives from outside of the Agreement. This paper proposes three ways that the international community can create those incentives: (1) focusing greater attention on socially beneficial mitigation opportunities; (2) establishing climate protection norms; and (3) using diplomatic “sticks” and “carrots.” It explores each of these approaches in detail, and considers how governments and civil society can use them to encourage countries to more closely align their actions with global goals.

The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
