First, I create and validate a latent variable-based cross-national indicator, the Democratic Institutional Strength (DIS) index. The DIS index draws on a theoretically based conceptualization of democratic backsliding, an increasingly important concept for which there had been no previous metric. Second, I combine original and existing panel data to test my theory and find that membership in IOs associated with democracy promotion makes subsequent democratic backsliding more likely. Such IOs also lead to reduced checks on executive power, limited economic policy options, and stunted party development in new democracies. Case studies of democratic backsliding in the European Union (EU) illuminate these causal mechanisms. Focusing on the EU’s two most extreme cases to date, Hungary and Poland, I illustrate how EU requirements contribute to backsliding by decreasing states’ domestic policy space and increasing executive power. The theory and findings contribute to debates on how international factors impact domestic outcomes, especially processes of democratization, as well as to nascent theories of democratic backsliding.

Book excerpt: Political party organizations play large roles in democracies, yet their organizations differ widely, and their statutes change much more frequently than constitutions or electoral laws. How do these differences, and these frequent changes, affect the operation of democracy? This book seeks to answer these questions by presenting a comprehensive overview of the state of party organization in nineteen contemporary democracies. Using a unique new data collection, the book's chapters test propositions about the reasons for variation and similarities across party organizations. They find more evidence of within-country similarity than of cross-national patterns based on party ideology. Drawing on literatures in political science, psychology, economics, communications, biology, and physiology, this book argues that "negativity biases" should be evident across a wide range of political behaviors. These biases are then demonstrated through a diverse and cross-disciplinary set of analyses, for instance: in citizens' ratings of presidents and prime ministers; in aggregate-level reactions to economic news, across 17 countries; in the relationship between covers and newsmagazine sales; and in individuals' physiological reactions to network news content. The pervasiveness of negativity biases extends, this book suggests, to the functioning of political institutions - institutions that have been designed to prioritize negative information in the same way as the human brain.
