This paper identifies operational mobility challenges faced by the Joint Force Commander (JFC) by studying the deployment of TF Hawk and makes recommendations for the JFC to solve these problems. TF Hawk is briefly reviewed, then specific operational mobility lessons are identified using the Principles of Logistics as a framework. The JFC, understanding the lessons for operational mobility of TF Hawk, can take action to overcome and mitigate the challenges that threaten to undermine responsiveness and flexibility and limit his courses of action. Close coordination and cooperation between the supported commander, the supporting commanders, and their respective component commanders will ensure operational mobility is achievable using the right mix of inter- and intra-theater transportation assets. In addition, enhanced efficiency during deployment and careful consideration of attainability while planning for deployment will ensure the right forces are delivered to the right place at the right time to support the commander's concept of operations.

Book excerpt: Many view Operation Allied Force as a model of efficiency from plan to execution. No conflict in history, of this magnitude, can claim zero combat fatalities. The United States led a complex coalition effort under the NATO umbrella that saw an end to the ethnic cleansing atrocities in Kosovo and ultimately the removal of Slobodan Milosevic from power. So why isn't this 78 days war the model for future conflicts? What have we learned in the application of operational art and how will we apply it to future conflicts? What decisions led to the deployment of a 5500 soldier strong Army contingent known as Task Force Hawk and why were they never employed? Analysts almost universally agree that below the surface, Operation Allied Force was an operation flawed in political and strategic direction that never applied the optimum means to accomplish the ill defined and constantly evolving objectives. Probability and chance played as much a role in the positive outcome as did operational design factors. It worked against a weak foe -- a risk we should avoid in the future. The strategic (political) and operational conditions never existed for the employment of Task Force Hawk as an operational maneuver force. The systems were appropriate for conducting joint operational fire and maneuver, however the timing all but eliminated any chance of employment. Without surprise, multiple directions of attack, and a legitimate ground threat to occupy ground forces, Task Force Hawk could at best hope to achieve tactical effects. Future Joint operations will present the same challenges experienced during Operation Allied Force. We see many of the same in Afghanistan today. Let's hope we have learned from our 'successes' of the past instead of mirroring them.

This report (1) examines how Task Force Hawk's concept of operation compared to Army and joint doctrine, (2) reviews the lessons learned identified from the operation and determines the status of actions to address those lessons, and (3) examines the extent to which the Army and the Air Force were able to operate together as a joint force. GAO concludes that Task Force Hawk's deep attacks against Serbian forces in Kosovo was consistent with doctrine, but was not typical in that the task force was supporting an air campaign rather than its more traditional role of being used in conjunction with Army ground forces to engage massed formations of enemy armor. The Army identified 107 items that require remedial action. As of January 2001, 47 of the 107 items had been recommended for closure. Action is in process for the remaining 60 lessons. Finally, the Army and the Air Force experienced significant problems in their ability to work together jointly and the interoperability of the command, control, communications, computers, and intelligence equipment used during the operation. The Army is working on both issues aggressively. However, it will take time for results to be seen.
