Teal, Practical Workings of the Initiative and Referendum in Oregon, Cin cinnati Conference for Good City Government, 1909, pp. 309, 310. Cf. Oregonian, Nov. 28, 1902, p. 6, col. 1 H. W. Scott, ibid., Oct. 16, 1907, p. 11, col. 3. Although it was adopted by a majority of eleven to one, a great many people did not know what they were voting for. The friends of the measure had been working judiciously for it for years, had secured the endorsement of the newspapers, many of the leading men of the state, and had by shrewd management got possession of the political parties, to the extent, at least, that all candidates printed 'vote for Initiative and Referendum' on all their election cards and bill posters and were all lined up to advocate the measure during election: Many did not know what they were voting for, simply following the rest. H. Denlinger, Arena, vol. 38, pp. 83 - 4 Such statements are repeated by Oregonians again and again, both in regard to the members of the legislature and the people, and are widely believed to be true. Book excerpt: Excerpt from Direct Elections and Law-Making by Popular Vote: The Initiative, the Referendum the Recall, Commission Government for Cities Preferential Voting Bibliography printed at the end of the book, from which, together with first-hand documents and correspondence, its material has been drawn, the authorities being named in footnotes. The intent is simply to bring the essential points to the at tention of citizens, that they may have a full com prehension of the nature and tendencies of the system which they are asked to substitute for the system established by the founders of the Republic. Incompleteness must of necessity characterize such a work as this covering a movement in pro gross and changing in aspects, here and there, as it bounds on. The data are brought up to the spring of 1912, when measures for the introduc tion of the devices in whole or in part are pend ing in various States. Accordingly a supplement ary edition may later be brought out revising the present issue, and bringing the text to date. Download or read book The Oregon System at Work (Classic Reprint) written by Richard W. Montague and published by Forgotten Books. This book was released on 2018-02-13 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Oregon System at Work T IS the purpose of this paper to report some facts about the Oper I ation of the Oregon System in Oregon. Limitations of space make it impossible to relate all the relevant facts; the limitations of the writer make it impossible to select perfectly typical facts, to give them without color or bias, to exclude opinion. Certain pronounced opinions are, indeed, the efficient cause of this writing; nevertheless I will endeavor to extenuate nothing nor set down aught in malice, and to put the matter in such a way that anyone who is of a different mind may easily winnow the grain of his fact from the chaff of my Opinion. We have in Oregon not only (a) the initiative and referendum, as to state and municipal legislation, but (b) the direct primary, applying to state and municipal officers and as well to United States senators and presidential electors; (c) the recall against elective officers; (d) consti tutional authority for proportional representation and the preferential ballot (the latter employed in our chief city); and (e) woman's suffrage. All these are sometimes included in a loose use of the term Oregon Sys tem, which, indeed, has no precise meaning. Direct legislation, how ever, is the fruitful source, the fons et origo of all of them. As Senator Root has pointed out, it is the one institution of them all (except perhaps the recall) which is essentially an innovation, and as the most important and significant of our new experiments in government it deserves most of our attention.
