Book excerpt: This book offers an analysis of naval constabulary operations, in particular Australian fisheries patrols, and challenges the widely accepted Anglo-American school of maritime thought. In the Indo-Pacific, fisheries and the activities of fishing boats are of increasing strategic importance in Australia’s region – Australia’s Four Oceans. Issues of overfishing, population growth and climate change are placing growing pressure on fish as a resource, and in doing so are making fisheries more significant, and significant on a strategic as opposed to simply an economic or environmental level. When, combined with the growing use of fishing vessels as para-naval forces, it is clear that the activities of fishing vessels, whether fishing or not fishing, are matters of considerable strategic relevance. This book illuminates contemporary seapower challenges, explains and defines maritime security and examines and refines existing theory to advance a set of new or refined concepts to help frame the on-water activities of constabulary operations -- reducing the possibility of on-water miscalculation between states. This book will be of much interest to students and scholars of naval studies and sea power, maritime strategy, maritime security and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: The Indian Ocean, with its critical routes for global commerce, is a potentially volatile location for geopolitical strife. Even as the region’s role in the international economy and as a highway to conflict zones increases, the US has failed to advance a coherent strategy for protecting its interests in the Indian Ocean or for managing complex diplomatic relationships across the region. The Indian Ocean and US Grand Strategy presents a range of viewpoints about whether and how the US should alter its diplomatic and military strategies for this region. Contributors examine US interests in the Indian Ocean, assess the relative critical importance or imperiled nature of these interests, and propose solutions for American strategy ranging from minimal change to maximum engagement. The book concludes with a comparative assessment of these options and a discussion of their implications for US policymakers. This volume’s perspectives and analysis of the Indian Ocean region will be valued by scholars and students of US foreign policy, South Asia, and security studies as well as by diplomats, military officers, and other practitioners.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Book excerpt: This study explores the role of international politics in the life of a region where on the one hand a nation is trying to gather its people into a state (Somalia), and on the other are neighboring states (Ethiopia, Kenya, Djibouti) constructed on Western notions of statehood and wedded to colonial-defined borders. The positions were intractable. The Horn became an arena for Cold War ideological-global competition, and the conflict one of the longest running disputes on the African continent. "Unlike any other border problem in Africa, the entire length of the existing boundaries, as imposed by the colonialists, cut across the traditional pastures of our nomadic population. The problem becomes unique when it is realised that no other nation in Africa finds itself totally divided along the whole length of its borders from its own people" - Adan Abdulle Osman, President of the Somali Republic, (1960-67) Abdisalam M. Issa -Salwe (PhD) is Somali scholar, researcher, lecturer, and author as well as celebrated veteran of Somali Studies. He is written, edited, many scholarly articles and books. Available in PDF, EPUB and Kindle. Book excerpt: This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.

Available in PDF, EPUB and Kindle. Book excerpt: The volume deals with competition among regional and external players for the redistribution of power and international status in the Middle East and North Africa, with a focus on Russia’s renewed role and the implications for US interests. Over the last few years, a crisis of legitimacy has beset the liberal international order. In this context, the configuration of regional orders has come into question, as in the extreme case of the current collapse in the Middle East. The idea of a “Russian resurgence” in the Middle East set against a perceived American withdrawal has captured the attention of policymakers and scholars alike, warranting further examination. This volume, a joint publication by ISPI and the Atlantic Council, gathers analysis on Washington’s and Moscow’s policy choices in the MENA region and develops case studies of the two powers’ engagament in the countries beset by major crises.
