Book excerpt: This review on the potential benefit of streamlining governing institutions, focusses on the number of MLAs elected to the Northern Ireland Assembly. It is based on views on the five Key Issues set out in the Committee's 'Call for Evidence' paper (see http://www.niassembly.gov.uk/Assembly-Business/Committees/Assembly-and-Executive-Review/Reviews): 1. Whether the statutory link between Westminster and Northern Ireland constituencies should be removed and the implications of removing or retaining this link; 2. The implications of the forthcoming reduction (on the implementation of the Parliamentary Voting System and Constituencies Act 2011) and any further reduction in the number of MLAs; 3. The reduced number of MLAs required to ensure that the effectiveness of the Assembly in delivering its key functions is maintained, consistent with the safeguards on inclusivity; 4. Proposals to mitigate the impact of reducing the number of MLAs on the effectiveness of the Assembly in delivering its key functions, including in particular, proposals to ensure a robust and effective committee system; and 5. The reduction in the number of NI departments and associated re-allocation of functions which will ensure the effectiveness of the Executive functions are maintained. The Committee concluded that members consider that the issues are very much interlinked and that a holistic approach to reaching a view on the size of the Assembly in terms of the number of MLAs should be taken. It could not reach consensus on the size of the Assembly. This Report therefore sets out in some detail the particular position of the Political Parties represented on the Committee

Book excerpt: The Ireland-Northern Ireland Protocol, part of the Withdrawal Agreement concluded between the European Union and the United Kingdom, is intended to address the difficult and complex impact of Brexit on the island of Ireland, North and South, and between Ireland and Great Britain. It has become an exceptionally important, if controversial, part of the new architecture that governs the relationship between the UK and the EU more generally, covering issues that range from trade flows to free movement, from North-South Co-operation to the protection of human rights, from customs arrangements to democratic oversight by the Northern Ireland Assembly. This edited collection offers insights from a wide array of academic experts and practitioners in each of the various areas of legal practice that the Protocol affects, providing a comprehensive examination of the Protocol in all its legal dimensions, drawing on international law, European Union Law, and domestic constitutional and public law. This title is also available as Open Access.

Book excerpt: The aim of this report is to bring forward recommendations on how a reduction in the number of NI Departments could secure more effective and efficient governance arrangements, including better co-ordination and collaboration within and between Departments and their Agencies, providing a better service and value for money for the public, consistent with the safeguards on inclusivity. The Committees broad view is: (1) retain, in its substantive form, the current Department of Health; the current Department of Justice; and the current Department of Education; (2) create a new Department of the Economy; (3) create a new combined Department of Agriculture, Environment and Rural Development; (4) create a new Department for Urban and Social Development or a new Department of Communities/Communities and Social Welfare/Community, Housing and Local Government Department; (5) revise/reform OFMDFM. The report sets out the principles that should underpin any reorganisation.

Available in PDF, EPUB and Kindle. Book excerpt: Northern Ireland’s power- sharing Assembly is understudied in the legislative studies literature. Having been suspended (or de facto suspended) for around 40% of its existence, conversation has tended to focus more on the wider political problems in which the Assembly has been enmeshed and less on its day-to-day functions as a legislature. This book is the first to examine how the Assembly fulfils the four core functions of a legislature: representation, linkage, scrutiny, and policy- making. Using Members of the Legislative Assembly (MLAs) as the primary unit of analysis, the book explores: who and how MLAs represent; their approach to cultivating links with constituents; their use of parliamentary scrutiny tools; and their contribution to law- making. The book grounds its analysis in original data sourced from elite interviews, surveys, parliamentary questions, legislation, and the Official Report of parliamentary proceedings. Readers will therefore be able to reflect on whether the Assembly’s (often poor) reputations comport with empirical realities. This book contributes to debates in the legislative studies and consociational power- sharing literatures, and will be of interest to students and scholars of parliaments, devolution, and Northern Ireland politics.

Available in PDF, EPUB and Kindle. Book excerpt: From the Plantation of Ulster in the seventeenth century to the entry into peace talks in the late twentieth century the Northern Irish people have been engaged in conflict - Catholic against Protestant, Republican against Unionist. The traumas of violence in the Northern Ireland Troubles have cast a long shadow. For many years, this appeared to be an intractable conflict with no pathway out. Mass mobilisations of people and dramatic political crises punctuated a seemingly endless succession of bloodshed. When in the 1990s and early 21st century, peace was painfully built, it brought together unlikely rivals, making Northern Ireland a model for conflict resolution internationally. But disagreement about the future of the province remains, and for the first time in decades one can now seriously speak of a democratic end to the Union between Northern Ireland and Great Britain as a foreseeable possibility. The Northern Ireland problem remains a fundamental issue as the United Kingdom recasts its relationship with Europe and the world. In this completely revised edition of his Very Short Introduction Marc Mulholland explores the pivotal moments in Northern Irish history - the rise of republicanism in the 1800s, Home Rule and the civil rights movement, the growth of Sinn Fein and the provisional IRA, and the DUP, before bringing the story up to date, drawing on newly available memoirs by paramilitary militants to offer previously unexplored perspectives, as well as recent work on Nothern Irish gender relations. Mulholland also includes a new chapter on the state of affairs in 21st Century Northern Ireland, considering the question of Irish unity in the light of both Brexit and the approaching anniversary of the 1921 partition, and drawing new lessons for the future. ABOUT THE SERIES: The Very Short Introductions series from Oxford University Press contains hundreds of titles in almost every subject area. These pocket-sized books are the perfect way to get ahead in a new subject quickly.
