That Committee has already issued two reports, the latter Of which contains a recommendation which, if adopted, will add very considerably to the responsibility of the House Of Lords namely, the pr0posal to multiply the Standing Committees, and to reverse the present practice under which Bills are not referred to such Committees except by the express order of the House. Hence forward, Bills upon passing second reading will be sent before one or other of the Standing Committees which are to be set up, except Money Bills and such other Bills as the House - that is, practically the Government Of the day - may Specially reserve for consideration in Committee Of the whole House. This is a long step in the wake of the French Chamber of Deputies, where Bills are dismissed by the Official Renvoyez au bureau, ' and are seen no more in the Chamber until they have passed through the mill Of Committee. Although Labour is represented by over forty members in the House of Commons, there has been little talk recently of constitutional action through its Parliamentary representatives. Nothing is, perhaps, more remarkable than the quiescence and apparent impotence of the Labour Party in the House of Commons during this present industrial crisis - the gravity of which is unprecedented in our history. Labour is no longer on the doorstep, wrote the Clarion in February 1906, after the General Election of that year, 'labour is now inside and it was prophesied that things would happen.' Things certainly have happened, the passing of the Eight Hours (mines) Act and the Trades Disputes Act to wit, among other consequent events. Rihese two Acts have a direct bearing on the present crisis, and may be taken as part of the settled and care fully thought - out Labour policy that was initiated about ten years ago after the 'taif Vale decision. The Eight Hours Act for mines has tended to increase the cost of coal production on the one hand, and unwittingly to reduce the wage-earning power of the miner on the other, and so has rendered more acute the economic struggle between profits, rate of wages, and price of coal. The Trades Disputes Act, one of the first Labour pills obediently swallowed by the present Government, soon after their advent to power in 1906, has made Trade Union funds immune from civil action, and so enabled the Federation to tear up industrial agreements between employers and men at their own sweet will, and without fear of any consequential damages. A month ago the scene changed from the Deliberative and Legislative Chamber of the representatives of the people to the pit-mouth. Armed with the weapon of a general strike, and their funds being immune from all danger of legal interference, the Federation leaders had no further use, for the moment, for the House of Commons. 'we are the Government now.' There was no question of sweet reasonableness here; there were not even two parties to the discussion; but only one. They, the miners' leaders, were reason, they were master. Our terms, they said, are not only the principle of a minimum wage-for this is an inconveniently vague term - but the adoption of the schedule containing the arbitrary figures that we, the leaders, choose to fix. Either accept, they said, in effect, to a popularly-elected Government and a democratic, freedom-loving nation, without demur and without discussion, our minimum-wage figures, or take the consequences of a general strike.
