Book excerpt: The Government of Canada has invested in infrastructure across the country in a number of ways, including through the Office of Infrastructure Canada, established in 2002; the Gas Tax Fund, established in 2005 to transfer funds to municipalities for infrastructure projects; the Building Canada Plan of 2007; and the New Building Canada Plan of 2014. [...] The balance was attributed to the inability of some departments to provide the requested information and to Infrastructure Canada's decision to transfer just over $0.2 billion from phase I to phase II.11 The PBO also noted in its August 2018 report that the "spending delays are largely attributable to implementation delays by provincial and municipal governments." According to the PBO, the most re [...] According to the CIB's Statement of Priorities and Accountabilities, Parliament approved a budget of $35 billion over 11 years under the Canada Infrastructure Bank Act and gave the CIB the authority to contribute to infrastructure projects through equity investments, loans and loan guarantees.29 Infrastructure Canada indicated that $15 billion of the $35 billion would be allocated through the fede [...] In its most recent spending tracking updates for the Investing in Canada plan, the Government of Canada added a category for "Other/Multi-Stream" with $2.4 billion in funding, including the $2 billion in Budget 2016 for post-secondary institutions and the $300 million for the Smart Cities Challenge.33 2.3 PROGRAMS EXISTING PRIOR TO BUDGET 2016 As mentioned above, the Investing in Canada plan inclu [...] Agreements were signed between the Government of Canada and the provinces and territories when the GTF was established, and they were renewed in 2014-2015.36 The GTF funding was allocated to the provinces and to First Nations communities on reserves in the provinces according to population (see allocations in Table 2, Figure 2 and Figure 3, below).

Without effective and efficient transportation networks, transit services, water and wastewater systems, and other infrastructure assets, we cannot get to work, get goods to market, or compete in the global economy. That is why the Ontario government continues to invest significantly in Ontario's public infrastructure and has developed a long-term plan for infrastructure investments. The federal government has been an important partner in addressing Ontario's infrastructure needs. They are now developing their own long-term infrastructure plan. Ontario has submitted recommendations to the federal government on what they should include in their long-term plan. Ontario's recommendations include developing a national public transit strategy and other ideas for the long-term plan that will support economic growth and competitiveness and make the best use of public resources."--Ministry website.

Book excerpt: 8 | from the GroUNd Up Case Study: Past and present federal approaches to infrastructure of national significance The National Infrastructure Component (NIC) in the New Building Canada Plan is a key effort by the federal government to support Canada's economic infrastructure network. [...] The effort eventually grew into the APGCI after the federal government recognized the strong stakeholder-driven efforts.33 It was also in the interest of the federal government because the APGCI was effectively tied to a broader desire to enhance Canada's international trade presence, particularly in China. [...] The infrastructure project - which aimed to improve connections between the City of Montreal and the Pierre Elliot Trudeau airport - has been deemed the "bridges to nowhere" in the media. [...] Municipal, provincial and federal governments all provided investment toward the underpass, but there were subsequent disagreements between provincial and municipal officials on the effect of the closure on traffic and the lack of alternative routes.65 There were also delays due to the complexity of the project, which involved working with partners to relocate pipelines and rail lines. [...] The result was a significant increase in broadband access across the region due to joint work and contributions by all orders of government.80 The success of these projects initiated at the local level is based on the ability of local leaders to tie a major local infrastructure project to provincial and federal objectives to obtain their support.

Available in PDF, EPUB and Kindle. Book excerpt: Most Canadians can take for granted conveniences and services far above levels considered acceptable even a few decades ago. This quality of life was made possible in part by the development of modern, complex, large-scale public works infrastructures. It represents a remarkable achievement. Climate, terrain, and limitations in resources and technological capabilities challenged generations of pioneers, soldiers, labourers, and engineers. Despite formidable difficulties, they built the essential edifices for everyday life: railways and urban transit systems, bridges and roads, sewers and waterworks, utilities and flood control works, airports and canals, electrical utilities and public buildings. Building Canada tells the story of the public works that helped to transform Canada from wilderness to a modern country. For the first time, a single volume describes Canadian history in terms of its public works. Each chapter includes highlights and examples of standard practice, along with a wealth of illustrations. Members of the Canadian Public Works Association have sponsored this volume in recognition of the accomplishments of their predecessors and the achievements of their profession.

Book excerpt: UPDATING INFRASTRUCTURE IN CANADA: AN EXAMINATION OF NEEDS AND INVESTMENTS Report of the Standing Committee on Transport, Infrastructure and Communities Larry Miller Chair JUNE 2015 41st PARLIAMENT, SECOND SESSION Published under the authority of the Speaker of the House of Commons SPEAKER'S PERMISSION Reproduction of the proceedings of the House of Commons and its Committees, in whole or in part [...] This represents a significant increase compared to the level of public infrastructure investment during the 1990s - a decade of underinvestment - which was estimated to be in the order of 2% of GDP.3 Statistics Canada data presented to the Committee indicate that the average age of core public infrastructure in Canada declined from 17.5 years in 2003 to 14.7 years in 2013. [...] While neither the ratio of public infrastructure spending to GDP nor the average age of infrastructure in Canada are indicators of whether the needs of the economy and residents are being met, some witnesses and Committee members noted that the trends appear to reflect that such investments are now a higher priority for Canadian policy makers than they were at the turn of the millennium.4 3 The Fe [...] With a few exceptions, the Gas Tax Fund usually flows to the municipalities through the provinces and territories.19 The provinces and territories each establish a list of their highest-priority projects for submission to the $10 billion Provincial-Territorial Infrastructure Component of the New Building Canada Plan. [...] According to the FCM, "It's hard for municipalities to understand how their projects are approved or not approved, who is making the decision, and what criteria are being used."21 The STO and the City of Gatineau, together, recommended that the federal government ensure that the transportation priorities for the National Capital Region are among the projects submitted 8 by the Government of Quebec.

Available in PDF, EPUB and Kindle. Book excerpt: For the last 50 years, development patterns in Canada have emphasized building out onto greenfield lands at the urban edge at a rate that has outstripped the rate of population growth. This development pattern has resulted in the loss of farmland and natural areas, rising car dependency and traffic congestion. Moreover, many municipalities lack the resources to pay for the infrastructure needed to support expansion into greenfield areas. One of the ways municipalities have sought to address these issues is through residential intensification, i.e., encouraging housing development in existing urban areas where infrastructure and transit services are already in place. Infill development, adaptive reuse, brownfield development, lot splitting and secondary suites are examples of intensification that can result in the following: Ÿ Reduce infrastructure costs; Ÿ Use land more efficiently; Ÿ Preserve rural and natural areas outside existing urban boundaries; Ÿ Revitalize urban areas in decline; and Ÿ Create more transportation choice through easier access to daily destinations like work, shopping and entertainment (e.g., mixed-use, pedestrian- and transit-oriented neighbourhoods). Despite the considerable potential benefits, intensification faces a series of practical challenges: Ÿ Higher development costs; Ÿ Neighbourhood opposition; Ÿ Regulatory issues. This study aims to profile successful examples of municipal initiatives that have helped to overcome obstacles such as these, either by removing barriers or providing positive incentives. Most importantly, they have resulted in concrete results "on the ground, " in that they have helped trigger or facilitate projects that may not have otherwise gone ahead. The report profiles 12 case studies of local initiatives that support intensification. This document is intended to be of use to municipal officials and other stakeholders across the country who may be looking for mechanisms with which to encourage intensification.
