All academies can benefit from the recommendations for longitudinal measurement of ethics instruction systems, continued attendance to the critical voices of midshipmen, and information interchange between academies.

Six focus groups comprising a total of 45 first-class midshipmen were conducted to discover aspects of the Naval Academy experience that have positive, neutral and negative impacts on midshipmen's moral development. Focus group midshipmen reported that good personal examples, open- forum discussions of ethical case studies, assuming midshipmen leadership responsibilities and participation in sports have a positive impact on their moral development. Parts of the Naval Academy experience that had a neutral impact on their moral development included some aspects of the core ethics course, the behavior of some of their peers, and the "directed development" approach they perceived in many of the Academy programs. Focus group midshipmen also believed that there were too many ethics and character programs, and that they were too repetitious and too routine to have more than a neutral impact on their moral development. Finally, focus group midshipmen cited bad example by some officers, the Bancroft Hall culture, and weaknesses in the Honor System as having a negative impact on their moral development. This study concluded with several recommendations from the midshipmen and researcher to improve moral development efforts at the Naval Academy.

Book excerpt: The Navy's Organization Development (OD) program, Human Resource Management (HRM), was investigated as a potential method for addressing and ameliorating those conditions that contribute to disciplinary problems. The design involved a comparison of ships that had participated in HRM activities with a matched group of control (non-HRM) ships. The dependent variable was the unit-level nonjudicial punishment (NJP) rate, which was used as an indicator of the number of disciplinary offenses within the command. A comparison of changes in NJP rates between experimental and control ships yielded no significant differences. That is, no evidence was found to suggest that mere participation in HRM-related activities had any significant impact upon NJP rates. It was noted that the HRM Support System is dynamic in nature and that there are a large number of variables that may moderate the effectiveness of HRM activity. Efforts now underway in the standardization of HRM cycle activities should enable more comprehensive evaluations of HRM effectiveness. (Author).

The topic of ethics was not among the author's favorite studies although there is a greater appreciation for that discipline now. The need was for formal ethics training in the Navy Supply Corps School in Athens, GA. The project designed and delivered training in ethics specific to Supply Corps officers who had been selected for leadership roles as Department Heads. Other deliverables resulted which are not included in the dissertation, such as facilitating ethics instruction for another course within the school, provided by a guest lecturer. Due to the restraints within the context there was a narrow focus on applied ethics. As a result the larger theoretical discussion of ethics will not be found in this dissertation. Certain of the dominant theories of ethics were presented in the project, but as approaches to ethical decision-making instead of discussion arenas. The reader will find a concentration on applying ethics to the context in such a way as to effect an impact on current Department Heads and future leaders in the Navy Supply Corps. One of the constraints the project worked under was that of delivering ethics training within the secular setting, the Department of Defense and more specifically the Navy Supply Corps and its professional school. That context constrained the author's choice of a Biblical basis to that of Natural Revelation, which required careful treatment theologically in order not to undermine the place of Scripture as revelation. The desired outcome was twofold: the first was an ethics presentation specifically designed for Supply Corps Department Heads which could be taught by staff members and not chaplain-dependent; the second was to make an impact on the students of the importance of ethics in their roles as naval officers and to provide them with tools to be effective ethical leaders.

The results suggest that an IMI program can be developed that is consistent with the Naval Academy's leadership development program. Of the leadership training methods reviewed, the most promising include role playing, simulation, and behavior modeling implemented through interactive multimedia instruction. It was concluded that an IMI leadership program must include learning objectives that take into account not only the theories of leadership taught at the Naval Academy, but also the situational components of leadership. Methods for developing scenarios consistent with the many leadership and counseling theories taught at the Naval Academy, linking past decisions to selection of future scenarios, modeling personality, and providing effective feedback to the midshipmen and the Naval Academy for performance measurement are discussed.

To attract higher quality officers to serve as company officers for the Brigade of Midshipmen and to provide officers with an opportunity for an advanced degree, the Leadership Education and Development (LEAD) Program was established in 1997. This program allows Navy and Marine Corps officers to receive a Master of Science in Leadership and Human Resource Development from the Naval Postgraduate School. After the first year, the program graduates serve two years as company officers and work closely with the midshipmen of the brigade. This research uses data obtained from semi- structured interviews and self-administered questionnaires of 27 LEAD program graduates. It focuses on the perceptions of graduates concerning the perceived strengths and weaknesses of the program, and makes recommendations for change and improvement. This research adds to the body of knowledge and recommendations that exist and serves as a five-year retrospective on the perceptions of the effectiveness of the program and whether or not the program is perceived to be meeting its goals.
