Book excerpt: Through two victorious world conflicts and a Cold War, the U.S. Navy and American ocean scientists drew ever closer, converting an early marriage of necessity into a relationship of astonishing achievement. Beginning in 1919, Gary Weir's An Ocean in Common traces the first forty-two years of their joint quest to understand each other and the deep ocean.?Early in the twentieth century, American naval officers questioned the tactical and strategic significance of applied ocean science, demonstrating the gap between this kind of knowledge and that deemed critical to naval warfare. At the same time, scientists studying the ocean labored in their inadequately funded, discreet disciplines, seemingly content to keep naval warfare at arm's length. German U-boat success in World War I changed these views fundamentally, bringing ocean science insights to an increasing number of naval objectives.?Driven primarily by anti-submarine priorities, the physics, chemistry, and geology of the ocean, more than its biology, became the early focus of American ocean studies. The World War II experience solidified the Navy's relationship with ocean scientists, and the years after 1945 found the American military investing heavily in both applied and basic research. Today, oceanography is a permanent resident on the bridge of American fighting ships and the Navy continues to provide much of the impetus and funding for fundamental research, in both naval and civilian laboratories. In An Ocean in Common Gary Weir focuses on the compelling motives and carefully engineered course that brought scientists and naval officers together, across a considerable cultural divide, to achieve a more comprehensive understanding of one another and the world ocean. Weir details how this alliance laid the powerful multidisciplinary foundation for long-range ocean communication and surveillance, modern submarine warfare, deep submergence, and the emergence of oceanography and ocean engineering as independent and vital fields of study.

Book excerpt: Examines the union of England and Scotland by weaving the navy into a political narrative of events between the regal union in 1603 and the parliamentary union in 1707.This book examines the union of England and Scotland by weaving the navy into a political narrative of events between the regal union in 1603 and the parliamentary union in 1707. For most of the century the Scottish crown had no separate naval force which made the Stuart monarchs' navy, seen by them as a personal not a state force, unusual in being an institution which had a relationship with both kingdoms. This did not necessarily make the navy a shared organisation, as it continued to be financed from and based in England and was predominantly English. Nevertheless, the navy is an unusually good prism through which the nature of the regal union can be interrogated as English commanded ships interacted with Scottish authorities, and as Scots looked to the navy for protection from foreign invaders, such as the Dutch in the Forth in 1667, and for Scottish merchant ships trading with the Baltic and elsewhere. These interactions were often harmonious, but there were also many instances of tensions, particularly in the 1690s. The book illustrates both the ambiguous relationship between England and Scotland in the seventeenth century and also the navy's under-appreciated role in creating the political union of Britain.r Scottish merchant ships trading with the Baltic and elsewhere. Book excerpt: This is the only book to offer a detailed chronology of modern Soviet naval operations set within the framework of long-range Soviet foreign and domestic policy. This context is important because it puts the navy in its proper place as a significant cog in the gigantic machinery of Soviet "grand strategy." Commander Watson argues that the Soviet Navy's physical configuration, strategy, and operations reflect a long-term "upgrading" pattern, designed to create an equal-partner status in the total balance of Soviet military forces. Changes in the navy's activities are not merely pragmatic reactions to momentary crises or shifts in world power trends. TTie navy has played an integral part in implementing the four strategic long-range goals of Soviet policy: defense of the Soviet Union, enhancement of its international position, establishment and maintenance of Soviet military superiority internationally, and the promotion of other Communist revolutions. Commander Watson discusses in detail Soviet naval operations in ail of the world's oceans. He provides new insight into the dimensions of Soviet naval presence and port visit activity, using vast amounts of statistical material gathered from his original research. The text is supplemented by maps, photographs, and extensive tabular documentation.

Book excerpt: The growth of a Soviet sea force in the 1970's and 1980's revived the moribund sea power doctrine, but the Navy's bid for strategic leadership failed in the face of the war-avoidance policy of the Cold War. With the dissolution of the Soviet Union, the Navy finally retired Mahan's doctrine that the defeat of the enemy fleet was the Navy's primary objective.
