In the same spirit, it can forcefully be argued that galaxies are the crossroads of astronomy. Internal pro ces ses within galaxies involve all of the fundamental components of astrophysics: stellar evolution, star formation, low-density astrophysics, dynamics, hydrodynamics, and high-energy astrophysics. Indeed, one can hardly name an observational datum in any wavelength range on any kind of celestial object that does not provide a useful clue to galaxy formation and evolution. Although internal processes in galaxies until recently occupied most of our attention, we now know that it is also vital to relate galaxies to their environment. How galaxies congregate in larger structures and are in turn influenced by them are crucial questions for galactic evolution. On a grander level we have also come to regard galaxies as the basic building blocks of the universe, the basic units whereby the large scale structure of the universe is apprehended and quantified. On a grander level still, we also believe strongly that galaxies are the direct descendents of early density irregularities in the Big Bang. Galaxy properties are now viewed as providing a crucial constraint on the physics of the Big Bang and a vital link between the macroscopic and microscopic structure of the universe.

This review describes the most recent advances in the study of the extragalactic soft X-ray background and what we can learn about its constituents. The deepest pointed observations with the ROSAT PSPC are discussed. The logN-logS relation is presented, which reaches to the faintest X-ray fluxes and to the highest AGN surface densities ever achieved. The N(>S) relation shows a 2 density in excess of 400 deg- at the faintest fluxes and a flattening below the Einstein Deep Survey limit. About 60% of the extragalactic background has been resolved in the deepest field. Detailed source spectra and first optical and radio identifications will be discussed. The results are put into perspective of the higher energy X -ray background. Key words: X-rays, background radiations, active galactic nuclei. 1. Introduction The extragalactic X-ray background (XRB), discovered about 30 years ago, has been studied extensively with many X-ray experiments, in particular with the satel lites HEAO I and II (see ego Boldt 1987) and with ROSAT (e. g. Hasinger et aI. , 1993). Figure 1 shows a compilation of some of the most recent spectral measure ments for the X-ray background. This second workshop is dedicated to research projects on the early Universe and has provided a forum for discussing strategies for studying faint distant objects in the optical and infrared spectral regions. This field is evolving very rapidly. There are several new surveys of galax ies and clusters of galaxies at intermediate redshift and quasars at very high redshift. Major advances in the morphological studies of distant galaxies, surveys of galaxies at high redshift and searches for primeval galaxies have been rendered possible by the new facilities provided by the Rubble Space Telescope and the Keck Telescope. Observational constraints on the evolution and formation of galaxies and large-scale structures as well as the cosmic chemical evolution were criti cally discussed with regard to theory and numerical simulations. In this context, the VLT first generation instrument capabilities were presented comprehensively and their use as cosmological tools discussed . The concluding remarks of the workshop focussed on the analysis of var ious possibilities for the VLT second generation instrumentation. Many of these topics were covered by invited reviews and talks, as well as some contributed talks. They are included in this volume together with the poster papers.
