Starting from theories of institutions as formal and informal rules that shape human behaviour, it examines the institutional context for business and the ways in which firms and other organisations are formed, operate, and interact. Some of the institutions are internal to Kenya, but others are regional, continental or global in their origins and impact. The book examines how these institutions interact to create incentives for certain types of investment, and disincentives for others. It also discusses the strategies that government can adopt to strengthen the Kenyan business system and make it more competitive.The book originated in a three-year research project on Business Systems in Africa carried out as part of a collaboration between the Institute for Development Studies of the University of Nairobi, and the Centre for Development Research, Copenhagen. The studies involved more than a dozen researchers in an examination of the influence of political, economic and social institutions on Kenyan firms of all sizes. Its approach, which uses sectors of the economy as lenses through which to view the business system, has provided a rich tapestry of information useful for policymakers, students and scholars.The editors are based at the Institute for Development Studies, University of Nairobi. Dorothy McCormick is Associate Research Professor and Director of the Institute. She specialises in industrial development with particular emphasis on micro and small enterprises. Patrick O. Alila is Research Professor and was the Institute's Director from 1995 to 2001. Trained in political science and development administration, he specialises in rural development and local level institutions. Mary Omosa is Senior Research Fellow and University of Nairobi UNESCO/UNITWIN Chair. Her major research focus is on development sociology and rural livelihoods.

Book excerpt: This report provides an overview of a study conducted in the NENA region in 2015-2016 in partnership with FAO, CIRAD, CIHEAM-IAMM and six national teams, each of which prepared a national report. In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
