Book excerpt: The Chief of Naval Operations (CNO) set forth the goal to reduce hazardous waste generation by 50% by 1992. This has provided Naval installations such as Philadelphia Naval Shipyard (PNSY) with an increasingly defined role as active participants in the nationwide effort to reduce or eliminate the generation of hazardous waste. PNSY Industrial Engineering Division has developed a comprehensive plan targeted at managing and reducing hazardous waste generation in the shipyard. The first goal of the plan was to analyze and identify all the potential hazardous waste streams generated within the shipyard. A directory of all the shipyard waste streams was compiled indicating the type of wastes generated and the processes from which they originated. Upon completion of this identification, a Pareto Analysis was performed to rank the waste streams in consideration of quantity generated, cost of disposal and toxicity. The high ranking waste streams were targeted for immediate remedial action. This ensured success in meeting and exceeding the CNO goal and achieving maximum payback on engineering manhours dedicated to the program. These waste streams and the industrial processes which generated them were carefully analyzed. The feasibility of eliminating/recycling them through a process change or on-site treatment to effectively reduce their volume was studied. The Industrial Engineering Division has since initiated a variety of projects including treatment/ recycling/elimination of hazardous waste in addition to critical process changes which reduce volume generation. achieve the CNO goal, ensure compliance to federal, state and local regulations and produce a cost savings/avoidance for the shipyard in excess of 1 million dollars within the first two years of implementation.

The complexity and vastness of the above requirements all but requires a computerized system for hazardous material management. Peterson Builders, Inc. developed a computerized hazardous materials management system capable of meeting the requirements of EPCRA. After one year of operation, the system has proven successful. These wastes, regardless of volume, present difficult burdens for ships and the U.S. Navy. Under the environmental laws, the responsibility for handling hazardous wastes and the liability for their ultimate disposal rests with the person or persons who create the wastes and who arrange for their disposal. Often times, however, the responsibility and liability for handling and disposing of these wastes is unclear. It is especially time when naval ships are repaired in contractor facilities and wastes are produced by the activities of ships' force, contractor personnel or some combination of the two. Further complicating the web of liability is the divergent source of the wastes. Some wastes are produced as a direct result of required maintenance work on ship systems. Other wastes may be produced in the yard by activities which are largely discretionary with the contractor. Ultimately, These wastes from all sources must be identified, packaged, stored, treated, transported and disposed. Potential future liability may arise at each step in this process.

This understanding is necessary to satisfy all requirements in the most effective and efficient way. The methods available to plan and accomplish these tasks are as vary as much as the tasks themselves. They range from job shop techniques to Material Requirements Planning (MRP) to Project-Based Management Information System (PBMS) to continuous manufacturing. This paper is a critical analysis aimed at classifying two of these system approaches as they relate to the ship repair equation. Material Requirements Planning (MRP I) tracks a need for material through a project. The production process on the material determines how labor is applied to transform raw materials into finished products. MRP material needs are determined by sales forecasting; while requirements are determined algorithmically from material take-offs. Another form is Manufacturing Resource Planning (MRP II). This form of MRP is a management process, supported by computers, which results in monthly production plans based outlooks, etc., and is far sales more comprehensive in scope and integration than MRP I.

This technology was originally conceived in the U.S. It was greatly refined by the Japanese and recently (beginning on 1978) reimported to the U.S. The technology replaces traditional system- by-system work with work organized zone-by-zone end by grouping similar work together with zones. This grouping of jobs enhances efficiency. Those yards in Japan where Zone Logic is an everyday way of working, find that this technology is very effective in large scale overhaul and modernization projects covering both alterations as well as repairs. The traditional approach of working by systems is difficult to manage with the degree of difficulty being proportional to the size of the project. Work performed utilizing the principles of Zone Logic provides a more effective management method. The application of Zone Logic to Ship Overhaul, as advanced by Zone Logic advocates, has actually been made in small isolated cases.

However, within both the Navy ship design and private ship construction communities, the word producibility has come to evoke a wide variety of reactions. While there is general agreement that producibility has to do with lowering ship costs, there is not yet a consensus on how those costs are to be attacked, what factors are the most important, and what the roles of the various participants should be. In order to answer these and other questions, and to form a consensus within the Navy design community that will be compatible with external as well as internal relationships, the Naval Sea Systems Command (NAVSEA) has sponsored a series of steering committee meetings and a workshop on producibility as part of its ongoing research. The purpose of these meetings and workshop is to clarify the meaning of producibility, the needs of the design and construction communities, and to determine critical actions which will enable NAVSEA to integrate producibility more thoroughly into the Naval ship design process.

Book excerpt: The Zone Logic Technology CAD/CAM and networked Database Management System is an integrated system of commercially available, off-the-shelf computer hardware and software products. These products have been carefully selected, tailored, and integrated to specifically satisfy and support the Philadelphia Naval Shipyard (PNSY) Zone Technology Program in support of work packaging development, computer aided graphics and an on line, real-time, distributive database management system. The process used publishing this paper serves as a small example of some of the capabilities of the system at PNSY. The entire document, including graphics, was generated on the system. Scanners, CAD and PC systems were utilized to input, develop and convert the graphics files into appropriate formats for import into a technical publications software package. LAN interconnection capabilities provided option developing portions of this document on different systems and at different locations with the ability IO access the appropriate files remotely. Philadelphia Naval Shipyard has thrust itself into the 21st century in both new management and automated technologies. Senior managers arc making bold business decisions necessary to the shipyard shipyard's survival. A pilot project has been initiated to develop and execute a transition phase to improve shipyard productivity. Major changes to management, workpackaging, production, planning, and design execution are currently ongoing Computer assistance has been developed and is being coupled with these changes, thus forming a Zone Logic Technology (ZLT) Computer Aided Design/Computer Aided Manufacturing (CAD/CAM) and networked Data Base Management System (DBMS).
