Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. The authors conclude by detailing the issues policymakers will face as they forge ahead with citizen-soldiers serving as an operational force."--Provided by publisher.

Book excerpt: "From the founding of the American militia in 1636, to the participation of National Guard and Reserve forces in today's war on terror, citizen-soldiers have come forward during national emergencies to provide necessary-defense. These men and women have contributed greatly to their country in times of military action, especially since the attacks of September 11, 2001, and have become essential in both Iraq and Afghanistan in recent years. This book provides groundbreaking information on the contributions of the citizen-soldiers, who are such a crucial extension of the American defense system."--Résumé de l'éditeur

Guard (NG), the Army Reserve, the Navy Reserve, the Marine Corps Reserve, the Air NG, the Air Force Reserve, and the Coast Guard Reserve. These reserve components ¿provide trained units and qualified persons available for active duty in the armed forces.¿ Since 1990, reservists have been involuntarily activated six times, incl. two large-scale mobilizations for the Persian Gulf War and in the aftermath of 9/11. This increasing use of the reserves has led to interest in funding, equipment, and personnel policy. This report provides an overview of key reserve component personnel issues. Both the Army and Air Force have two reserve components -- a National Guard and Reserve -- that have at least 75 headquarters located throughout the United States, its territories, and overseas that manage subordinate units or perform overhead functions. These headquarters have a mix of full-time and part-time personnel. GAO was asked to review issues related to reserve-component headquarters. This report (1) discusses trends in funded positions at reserve component headquarters and (2) evaluates the extent to which DOD has established and implemented processes to efficiently size its reserve component headquarters. To do so, GAO reviewed statutes and DOD guidance, analyzed personnel data and headquarters assessments, and interviewed DOD and state officials.

Available in PDF, EPUB and Kindle. Book excerpt: One of the most significant post-Cold War issues is the future of the U.S. Army's reserve components. Although National Guard and Army Reserve units fought well in the first Persian Gulf war, Jeffrey Jacobs warns that Americans should not be sanguine about their ability to perform effectively in future conflicts. Having served in the active Army as well as both the Guard and the Reserve, Jacobs offers a unique perspective on the current missions, structure, and policies of the Army and the impact of the reserve system on its readiness for combat. From both active and reserve points of view, Jacobs describes the current limitations and deficiencies inherent in the separate structures of the Army's three disparate components. He finds the roots of many of the reserves' problems in their strong ties to traditions and politics. The solutions he proposes focus on integrating the three components into a true Total Army—in fact as well as in rhetoric. Such reforms will affect several sacred cows, including state control of the National Guard, the weekend drill system, and the geography-based reserve system. Much has been written about the reserves, but few recent writers have proposed such far-reaching reforms. Jacobs's controversial proposals will interest those who make, influence, and study military policy. Here is a stimulating and thought-provoking consideration of a vital aspect of America's defense posture.

Book excerpt: “The first time I attended a National Guard family event in 1999, I felt like I had been abducted by aliens!” recalls Mary Corbett, author of National Guard 101: A Handbook for Spouses. “I didn’t understand anything! I had never been in an armory before. I didn’t know the difference between an officer and an enlisted soldier. I didn’t even know how to address the commander or his wife!” Corbett decided to “wing it,” rationalizing that since her husband was “just” a Guardsman she wasn’t a “real” military wife. After all, military spouses lived on bases, operated within a strict structure of rank, and dealt with long deployments. Thank goodness she didn’t have to worry about those things! Of course, she could have never guessed, and neither could anyone else, that in less than two years, four hijacked airliners would forever alter the purpose and public profile of National Guard soldiers and those who love them forever. On September 11th, 2001, Corbett became a military wife. But, as she realized later, she had always been one. Written in a lively and informal style, National Guard 101: A Handbook for Spouses demystifies the Guard’s unique hybrid civilian-military lifestyle. It is a must-read book for every National Guard family member. Corbett’s book covers a broad range of topics--from the history of the National Guard and understanding rank to Guard social life and Family Programs. Corbett also details the benefits and assistance resources available to Guard families and guides readers through the process of setting up a Personal Assistance League (PAL) to provide support during both short and long-term deployments. Ten years after National Guard 101’s original publication, National Guard spouses are still “holding down the fort.” In fact, in 2020, more National Guard troops were activated than any time since World War II due to the COVID-19 pandemic, wildfires, and civil unrest. Year after year, the National Guard evolves to meet different threat environments. What doesn’t change is the vital role that family members play in supporting soldiers.

Book excerpt: ". . . a poignant reminder that our freedom still depends on 'twenty-percent soldiers' who volunteer to protect and defend our nation when duty calls." -Tom Ridge, 43rd Governor of Pennsylvania, First US Secretary of Homeland Security The National Guard and Reserves is comprised of remarkable men and women who work behind the scenes as our nation's supplemental fighting force. It's a part-time job with a full-time commitment that involves the entire family. They wear the same uniforms and train to the same standards as America's full-time military. And when called to service, they fight right alongside the active duty. Nobody knows the difference. Yet they are very different. Twenty-Percent Soldiers is the true account of one couple's life in the National Guard through eighteen years of part-time warfare. With humor and humility, Kevin and Susan Dellicker portray what it's like to jump back and forth between having a "normal" civilian life in small-town Pennsylvania and conducting special operations missions in Southwest Asia. A tribute to all the part-time soldiers and their families who have been fighting the Global War on Terrorism since 9/11, this story is also a call-to-action for politicians and military leaders to fix a broken family support system that is failing the part-time force. Twenty-Percent Soldiers reinforces a truth that all Americans can embrace: With perseverance, love and faith, ordinary people can accomplish extraordinary things.
