Owing to the fact that these boards and bureaus were cre ated one at a time, as occasion arose, and were constituted as independent agencies with specially designated powers, state administration has lacked in the necessary unity and correlation to secure economical and efficient public service. The organization of state administration contains today little evidence of unified design or systematic planning. It consists of a complicated mass of separate and disjointed authorities, operating with little reference to each other or to any central control.1 Lack of unity and of correlation in the arrangements for state administration has led to dis satisfaction and criticisms which have resulted in a signifi cant movement for the reform of state administration. Book excerpt: The purpose of this text is to provide the Army with a factual account of the organization and operations of the Soviet resistance movement behind the German forces on the Eastern Front during World War II. This movement offers a particularly valuable case study, for it can be viewed both in relation to the German occupation in the Soviet Union and to the offensive and defensive operations of the Wehrmacht and the Red Army. The scope of the study includes an over-all picture of a quasi-military organization in relation to a larger conflict between two regular armies. It is not a study in partisan tactics, nor is it intended to be. German measures taken to combat the partisan movement are sketched in, but the story in large part remains that of an organization and how it operated. The German planning for the invasion of Russia is treated at some length because many of the circumstances which favored the rise and development of the movement had their bases in errors the Germans made in their initial planning. The operations of the Wehrmacht and the Red Army are likewise described in considerable detail as the backdrop against which the operations of the partisan units are projected. Because of the lack of reliable Soviet sources, the story has been told much as the Germans recorded it. German documents written during the course of World War II constitute the principal sources, but many survivors who had experience in Russia have made important contributions based upon their personal experience.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

In this context, this book: (1) maps the multiple epistemological traditions to approach the conceptual formulations of the globalization of education; (2) examines the socioeconomic context of the globalization of education in India; (3) analyzes the local responses to processes associated with the knowledge discourse; and (4) examines the relation between the globalization of education and its implications on the functioning of institutional structures, such as caste, class, gender, marriage in general, and the education system in particular. The book proposes various secondary readings and empirical observations of the global political and regional social economies that have, in fact, been guiding the Indian education system. The institutional engagement with globalization needs to be located within the framework of social mobility either to extend or retain the social position of groups within the current social hierarchy. This book proposes that the globalization of education not only hegemonizes the nature and direction of education, but also hierarchizes the production and consumption of knowledge systems. The hierarchical knowledge system tends to legitimize market-driven education by simultaneously marginalizing the other multiple streams of knowledge systems. The marginalisation of liberal knowledge creates a one-dimensional pedagogy which tends to erase the tradition of critical reasoning which questions the oppressive elements of the state and suppressive values of the civil society.

Who could be against setting standards for accountability, especially of government employees and programs? Yet many of these guidelines have had unintended consequences, creating new problems of their own. Radin takes on many of the assumptions of the performance movement, arguing that too often a simplistic, one-size-fits-all mentality fails to take into account many factors that need to be considered to develop truly effective tools. Drawing on a wide range of ideas, including theories of intelligence and modes of thought, assumptions about numbers and information, and the nature of professionalism, Radin sheds light on the hidden complexities of creating standards to evalute performance.
