He understood the limitations as well as the strengths of his discipline. Economists are often tempted to take the easy way out, by denying reality to aspects of human existence and reducing them to arbitrary and subjective tastes and preferences. Roepke never does this, and this is his strength. He realizes that all of these are legitimate aspects of human experience which must be satisfied in a balanced and harmonious social existence. Nature, sex, religion, beauty, and politics are all meaningful as parts of the whole. Problems occur only when each segment attempts to become the whole. The original title of this book, Civitas Humana, contains a double meaning. It promises a treatment of questions fundamental not only to human society but also to humane society. The volume combines distinct aspects of life. Half of the book is devoted to questions of economic and social life. The other half examines spiritual and national life. Chapters include "Moral Foundations," "The Place of Science in the City of Man," "Counterweights to the State," "Congestion and Proletarianisation of Society," and "Economic System and International New Order." Although Roepke recognized the validity of the nation in the modern world, he was constantly trying to find the smaller agencies within society in which real allegiances and loyalties were to be developed. His ideas continue to be of significance. As described by William F. Campbell in the new introduction, The Moral Foundations of Civil Society is a necessary addition to the libraries of economists, sociologists, theologians, and philosophers.

This is evident in movements emerging from recent interlinked crises: the crisis of human rights, the climate crisis, and the developing crisis of democracy. In analyzing these current events through a variety of theoretical, methodological, and empirical lenses, this book brings morality to the forefront of the discussion, allowing for a rethinking of its role. The book is divided into five parts. The first part introduces and explores the central concept of the book, outlining the dominant existing approaches to morality and ethics in the extant movement and civil society literature. The following three parts investigate morality in relation to topics and movements that are either prominent to contemporary politics or salient to the question of morality. In these empirically informed parts, the authors apply a diverse selection of methods spanning fieldwork, historiography, traditional and novel statistical analytical methods, and big data analysis to a diverse selection of data. Topics discussed include refugee solidarity movements, male privilege and anti-feminism movement, environmental and climate justice movements, and religious activism. The report also claims that the decline of these qualities is cause for weakening morality and the endangerment of continuing self-governance; and as the social morality deteriorates, life becomes harsher and less civil for everyone, and social problems multiply. The report states the primary challenge for the United States is the moral renewal of the democracy through three proposed goals: (1) to increase the likelihood that more children will grow up with their two married parents; (2) to adopt a new "civil society model" for evaluating public policies and solving social problems; and (3) to revitalize a shared civic story informed by moral truth. A strategy for renewal is given that outlines 41 recommendations to the family, community, religious institutions, voluntary civic organizations, the arts and art institutions, local government, primary and secondary education, higher education, business, labor, and economic institutions, and media institutions. A shared civic faith, a common civic purpose, and a public moral philosophy also are recommended. (LB)
