Book excerpt: Central banks in emerging and developing economies (EMDEs) have been modernizing their monetary policy frameworks, often moving toward inflation targeting (IT). However, questions regarding the strength of monetary policy transmission from interest rates to inflation and output have often stalled progress. We conduct a novel empirical analysis using Jordà’s (2005) approach for 40 EMDEs to shed a light on monetary transmission in these countries. We find that interest rate hikes reduce output growth and inflation, once we explicitly account for the behavior of the exchange rate. Having a modern monetary policy framework—adopting IT and independent and transparent central banks—matters more for monetary transmission than financial development.

After reviewing events leading to the crisis, a model emphasizing the inflation-competitiveness trade-off is presented to explain the formation of devaluation expectations. Estimation results indicate that investors appear to have seriously underestimated the risk of devaluation, despite early warning signals. The collapse of confidence that followed the December 20 devaluation may have been the result of a shift in the perceived commitment of the authorities to exchange rate stability.

These waves have caused several episodes of hyperinflation or near hyperinflation, and several currency and financial crises, which, in certain moments, have even spilled over and affected other emerging markets. This has resulted in huge costs in terms of lost potential growth, and, as is inevitable, the markets most affected by this have been the least capable of defending themselves. In a region plagued by still considerable rates of social exclusion, with some of the highest rates of income concentration in the whole globe, the human costs of these crises have been very substantial. Starting in the early 1990s, the slow implementation of reforms, plus the resumption of more sustained growth—to a substantial degree linked to the increase in commodity prices, especially since the early 2000s—seems to have resulted in a more stable situation. Initially, in early reformers like Chile, later in the larger economies of the region, like Brazil and Mexico, a consensus— embraced by both sides of the political spectrum—towards integration in global markets, both in their trade and financial components, floating exchange rates, independent monetary authorities, and sustainable fiscal policies has emerged.

International businesses have had to recalibrate their supply chains to make them more resilient to these and other shocks. Firms needing to diversify from China are now considering whether to reorganize production across Asia to complement continuing Chinese operations or to shift investment out of Asia to shorten supply chains serving the US market. The most promising candidate for large-scale nearshoring is Mexico, but so far at least, Mexico has not lured substantial new investments that could supplant Asian production serving the US market. Beginning in the 1970s, survey data indicated that the average migrant was a young, unmarried man who was poor, undereducated, and in search of better employment opportunities. This is the general view that most Americans still hold of immigrants from Mexico. On the Move argues that not only does this view of Mexican migrants reinforce the stereotype of their undesirability, but it also fails to capture the true diversity of migrants from Mexico and their evolving migration patterns over time. Using survey data from over 145,000 Mexicans and in-depth interviews with nearly 140 Mexicans, Filiz Garip reveals a more accurate picture of Mexico-U.S migration. In the last fifty years there have been four primary waves: a male-dominated migration from rural areas in the 1960s and '70s, a second migration of young men from socioeconomically more well-off families during the 1980s, a migration of women joining spouses already in the United States in the late 1980s and ’90s, and a generation of more educated, urban migrants in the late 1990s and early 2000s. For each of these four stages, Garip examines the changing variety of reasons for why people migrate and migrants’ perceptions of their opportunities in Mexico and the United States. Looking at Mexico-U.S. migration during the last half century, On the Move uncovers the vast mechanisms underlying the flow of people moving between nations.
