In 1666, France's Louis XIV and his minister Jean-Baptiste Colbert put this axiom into effect, instituting policies designed to encourage marriage and very large families. Their Edict on Marriage promised lucrative rewards to French men of all social statuses who married before age twenty-one or fathered ten or more living, legitimate children. So began a 150-year experiment in governing the reproductive process, the largest populationist initiative since the Roman Empire. Conceiving the Old Regime traces the consequences of premodern pronatalism for the women, men, and government officials tasked with procreating the abundant supply of soldiers, workers, and taxpayers deemed essential for France's glory. Transitional justice mechanisms trying to cope with the past should not overlook the issue of reparation. This research demonstrates how reparation for victims of gross and systematic human rights violations differs from reparation for isolated violations. The Rwandan case study unveils the role of victim organisations in and the competition and politicisation of the reparation debate. Although reparation for victims is a crucial element in transitional justice, it becomes clear that the way in which the reparation debate unfolds does not necessarily contribute to the peaceful future of a post-conflict society. This study argues that remedying the process and debate of the search for reparation will lead to an improved and more constructive reparation policy. Heidy Rombouts is a legal and social scientist (1997, Master of Laws; 1999, Master in Social and Political Sciences, Catholic University of Leuven). In 2004 she obtained a PhD degree in Social and Political Sciences at the University of Antwerp for her research on victim organisations and the politics of reparation. For several years she has been conducting research on transitional justice, human rights and post-conflict situations, including extensive field research in South Africa and Rwanda.

But the alternatives—dictatorship or totalitarian rule—are more in keeping with the traditions of Central Europe. And for many post-Communist societies, democracy has come to be associated with inflation, unemployment, crime, and corruption. Is it still true, then, as Winston Churchill suggested a half-century ago, that people will accept democracy with all its faults—because it is better than anything else? To find out, political scientists Richard Rose, William Mishler, and Christian Haerpfer examine evidence from post-Communist societies in eastern Europe. Drawing on data from public opinion and exit polls, election results, and interviews, the authors present testable hypotheses regarding regime change, consolidation, and prospects for stabilization. The authors point out that the abrupt transition to democracy in post-Communist countries is normal; gradual evolution in the Anglo-American way is the exception to the rule. While most recent books on democratization focus on Latin America and, to some extent, Asia, the present volume offers a unique look at the process currently under way in nine eastern European countries: the Czech Republic, Hungary, Slovakia, Poland, Slovenia, Bulgaria, Romania, Belarus, and Ukraine.
