The shared-equity model in Hong Kong, implemented since the late 1970s, has assisted many families in owning a home in the public housing market. However, little attention has been paid to their welfare after acquiring their subsidized units. This study aims to examine how shared-equity homeownership distorts residential mobility through in-kind subsidies. Panel data analysis reveals that the more in-kind subsidies owners receive, the longer they would hold on to their units in spite of spatial mismatches. Private owners, on the other hand, would trade their units without such distortion. Conceptually, the lower mobility of assisted owners could be interpreted as a new source of misallocation in Glaeser and Luttmer's welfare analysis. Practically, this throws into question the sustainability of a subsidizing homeownership policy: does the government ultimately want assisted homeowners to move from public housing to private housing in the future (for which high mobility would be intended)? Book excerpt: The primary goal of subsidized housing policy in the United States is to increase access to affordable housing for low-income households. Yet data show that states disproportionately award low-income housing tax credits to finance the development of projects in neighborhoods where there is already a relatively high number of housing units available at similar rent levels. Through a fifty-state study of state housing agency allocation rules, this Article evaluates the legal apparatus that facilitates this “misallocation problem.” I find that approximately seventy-five percent of states fail to make the provision of below-market rents a threshold requirement of receiving an award of low-income housing tax credits. As a result, locational choices often are dictated by private developers who are incentivized to develop where land is cheapest. I argue that states should revise their allocation rules to ensure that, as a default, tax credits are awarded to projects that offer at least a ten percent rent advantage as compared to the local private market. The Article considers challenges to this proposal related to lack of state housing agency autonomy, federal framework limitations, land costs, and local political opposition and, in each case, offers a variety of responses.

Book excerpt: Programs such as HUD's Moving to Opportunity are examples of an increased emphasis on use of Section 8 certificates and vouchers for acquisition of market-rate subsidized housing in place of traditional public housing. Research on the social impacts of family relocation from public housing in the inner city to market-rate housing in integrated neighborhoods have indicated favorable results. However, little research has been done on the economic impacts of such a move using standard microeconomic framework.In this paper, the short-term economic effects upon various groups of a low-income family's hypothetical move from public housing to Section 8 rental housing are evaluated. We hypothesize a spatial character for these impacts, and a bias in benefits calculation due to the economic diversity of a large metropolitan area. Our model is implemented using data from the Chicago region. Preliminary results support our hypotheses, and indicate that there is a potential tradeoff between tenant benefits, housing subsidies from society and housing integration.
