Book excerpt: The confluence of a variety of factors especially exponential population growth, rapidly escalating population migration, and an unprecedented pace of urbanization-has increased the likelihood that each U.S. military operation will have a humanitarian or nation-assistance component. In the conduct of humanitarian or nation-assistance missions, be they free-standing or part of bigger operations, the military will usually encounter-and often support-civilians. They may be representatives from various U.S. government departments and offices, United Nations (UN) agencies' representatives, and/or personnel from nongovernmental organizations (NGOs) who have established their own aid operations. This growing nexus of civilian and military efforts requires increased coordination to maximize each player's contribution and to avoid both redundancies and contradictory efforts. While all the services will contribute to humanitarian and nation-assistance missions, the Army brings unique scope, capacity, and resources to these missions and thus will bear more of the responsibility for interacting with civilian agencies and organizations. This research focused on identifying how the interagency process-at the policy, operational, and field levels can both complicate and enhance U.S. Army forces contributions to military operations other than war (MOOTW).

The actors in today's world range from drug lords and insurgencies in the South American continent, failing states in the African continent, non-state actors and terrorist in the Asian continent, and nuclear posturing from nation states vying for a greater role in world stage. These conditions along with those brought on by forces of nature reflect the range of security concerns our nation's leadership is faced with today. The new security landscape requires a coordinated response from all elements of the United States (U.S.) instruments of national power. The interagency process required for such coordination does not exist. In turn, the U.S. Department of Defense (DOD), as the most prepared of the interagency members, has found itself taking a larger role in operations of development and security assistance. This research paper describes reasons why DOD has been the primary agency in the United States Government (USG) response in complex, in particular nation building, civil military campaigns. This research will show reasons why post conflict operations within the military realm of responsibility tend to creep outside this boundary including nation building. Initiatives and directives issued to correct deficiencies throughout the 1990s to the present will be discussed. A short comparative analysis of two military operations will highlight the need for an interagency planning, coordinating, and training mechanism. Finally, this report will show what the USG can do to start building a planning and coordination framework capable of providing an interagency response at the national level.

Generals Zeb Bradford and Frederic Brown, co-authors of the highly influential book on the U.S. military in Vietnam, U.S. Army in Transition, have teamed up again to discuss the need for a new era of transition within the Armed Forces. Bradford and Brown point to the current war in Iraq, a lack of interagency competence across the national government, and the botched disaster relief efforts of Katrina as glaring examples of the failure of America's Army to adapt to present-day challenges. Given the rapid and dramatic changes throughout the world, the authors stress how selective adaptation of specific programs and procedures can contribute to improving policy execution within and across all facets of government, including the armed forces. In the past, narrowly defined responsibilities were carried out in spite of interagency rivalry. But in a multipolar world characterized by asymmetric threats and MOOTW, the traditional lines of authority must be overcome. In the parlance of JV 2020, full spectrum dominance foresees U.S. forces operating unilaterally or with multinational and interagency partners to defeat any adversary and control any situation across the full range of military options.
