Book excerpt: Excerpt from The Machinery of Government The most important constitutional development in the United Kingdom during the last year has been the introduction of the War Cabinet system. This change was the direct outcome of the War itself. As the magnitude of the war increased, it became evident that the Cabinet system of peace days was inadequate to cope with the novel conditions. On which the Committee makes the following comment: But we think that a rearrangement of the supreme direction of the executive organization as it formerly existed has been rendered necessary, not merely by the war itself, but by the prospect after the war. And in answer to the question as to whether it is possible to return to the old order of things (which I take to mean those before the war) the Committee states we feel confident that the latter question must be answered in the negative. Book excerpt: Excerpt from Report of the Machinery of Government Committee, 1918 The Report of the War Cabinet for 1917 (cd. 9005) opens with the following statement* The. Most important constitutional development in the United Kingdom during the last year has been the introduction of the \var Cabinet system. This change was the direct outcome of the War itself. As the magnitude of the War increased, it became evident that the Cabinet system of peace days was inadequate to cope with the novel conditions. The enlarged scope of Government activity and the con sequent creation of several new departments, made a Cabinet, consisting of all the Departmental Ministers meeting under the Chairmanship of the Prime Minister, far too unwieldy for the practical conduct of the War. It was extremely difiicult for so large a body to give that resolute central direction which became more imperative the more the population and resources of the nation had to be organised for a single purpose the defeat of German militarism. Book excerpt: Excerpt from The Civil Government of Michigan: With Chapters on Political Machinery The book is designed not only for schools, but also for general use. There is a lamentable amount of ignorance, even among educated men, as to the workings of our political system. It is absolutely indispensable in a republic that every one should understand the functions of the govern ment and the obligations of citizenship, so as to discharge intelligently the duties of an elector. The author is under great obligation to His Excellency, Gov. Charles M. Croswell, for valuable information, and for numerous State documents. Book excerpt: Excerpt from Central Government IN order to explain the scheme and general char acter of this volume, it is necessary to say a few words about the series of which it forms the com mencement. The English Citizen Series is intended to meet the demand for accessible information on the ordinary conditions and the current terms of our political life. In this, its first volume, it deals with the machinery whereby our Constitution works, and the broad lines upon which it has been con structed: in subsequent volumes it will treat of the course of legislation; of the electoral body, its functions, composition, and development; of the great scheme of national income, and its disburse ment, and of various other matters; but on the present, as on every other subject, the aim has been not to give mere compendia of technical infor mation, but to sum up as shortly and clearly as possible the leading points, and to arrange these so as to show their relation to one another, and their general bearing on the life and the duties of the citizen. Book excerpt: Excerpt from Popular Government: June, 1947 Other than being faced with in creasingly large excesses of receipts over disbursements and with the ne cessity of enacting necessary legisla tion to keep the machinery of State in reasonably good running order, the first post-war legislature met in a vastly different atmosphere from that of its two war-time predecessors, and consequently there was a considerably different legislative emphasis. The 1943 session, meeting at the end of our first full year of participation in the war, was naturally concerned to a considerable extent with legislation to aid the national defense program and to promote the war effort. Indica tive of the kind of problems occupy ing the attention of the members of that Assembly was the passage of the Emergency War Powers Act which vested in the Governor vast powers, to be exercised in his discretion with the approval of the Council of Staten powers which, had the occasion arisen, were sufficient to have enabled the Governor to impose a total draft upon all of the resources of the State, under rules and regulations issued and executed by him. Book excerpt: Excerpt from Principles and Problems of Government Frequently the study of government is approached through a description and an analysis Of the organization and machinery by which public affairs are conducted. The moving forces, principles, and problems are either neglected or scantily considered amid the details Of fact which such descriptive studies entail. It IS on this account that political science appears to be devoted chiefly to the external characteristics Of governing institutions. Book excerpt: Excerpt from Readings in American Government The purpose of this volume is to bring together a number of articles and documents which are not readily available for classroom use but which are of value because they show how the government functions. Each selection has been chosen because of its vigor, its thoroughness, and the freshness of its point of attack. Most of the readings have been put to the test with a group of college sophomores and juniors in the School of Citizenship and Public Affairs, Syracuse University, who have responded to the material with more enthusiasm and interest than to the text-books. As far as possible, selections have been reprinted which show the relationship of economics, sociol ogy, history, and psychology to the problems of government. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of the United States Many teachers entertain a conviction that most text-books for use in grammar and high-school grades, especially in the latter, require too much time for a thorough mastery of their contents. The number of subjects taught in schools of all kinds and grades has greatly multiplied In recent years; but the school day Is no longer than it was-in fact, it is Shorter; nor has the school year been lengthened much, least of all in towns and cities. Consequently there is much complaint concerning overloaded courses of study and crowded annual, weekly, and daily programs. There are those among educators, and others interested 111 educational improvement, who advocate a reduction In the number Of subjects taught and a more intensive Study of the branches retained. It IS not within the province of this Preface to predict how the evil complained of will be remedied; but experience in the schooeom has led many teachers to believe that less voluminous text-books would be at least a partial remedy. If the demands of the age require an Increasingly greater number of subjects to be taught, it follows that less time must be given to each subject. But unless the text-books are proportionately reduced in their scope, the attempt to get over them will result in skimming and skipping, and conseqilently in an imperfect and evanescent knowledge of the contents.
