Book excerpt: This transformative phenomenological study involved exploring how Black females serving as superintendents in the United States experienced the journey into their roles, the state of the school districts as they began their roles, and their lived experiences as superintendents. I used Black feminist thought as part of answering the following research questions: (a) How do Black female superintendents describe their personal and professional lived experiences while ascending to the position of school district superintendent? (b) How do Black females appointed to the role of school district superintendent describe their lived experiences with leading a school district? Black feminist thought is an evolution of standpoint theory, which challenges the exclusivity and chauvinism of the dominant culture. This study followed a phenomenological approach, the primary method involved conducting semi-structured interviews. This study was comprised of 11 Black female superintendents across the United States who participated in one-on-one Zoom-based interviews. This transformative phenomenological study captured the lived experience of the Black female superintendents that have successfully navigated the prevailing phenomena of glass ceiling, glass cliff, and gatekeeping provided a platform for aspiring Black female superintendents to glean from their predecessors’ experiences. The 11 participants’ responses to questions in their individual interviews revealed the following five themes that answered the first research as (a) preparation, (b) exceptionalism, (c) sponsorship, (d) spirituality, and (e) need to check every box. The five themes that emerged for answering the second research question and describing the 11 Black women’s superintendent experiences were (a) diverse school boards, (b) turnaround school districts, (c) equity warriors, (d) sacrifice, and (e) support system. The participants disclosed that the discriminatory practice that remains evident in the role as superintendent is the gender role expectations that continues to drive Black female superintendents from the profession. The participants were hopeful that their leadership could change American public education for the better as they promoted educational excellence among all students. Thus, the participants’ rich narratives led to implications for policy and practice as well as opportunities for further investigation

The research answers the question of what are the lived experiences of African American female superintendents in the state of Ohio with an emphasis on their career paths, barriers, perspectives and successes. Black Feminist Theory and Critical Race Theory represent the theoretical frameworks for the research. The qualitative approach to this research was a phenomenological case study. Data for this case study were collected from four current African American superintendents in the state of Ohio. The participant presented a variety of reasons why she felt there are so few African American female superintendents in the state Ohio. The lived experiences of the participants in this study expounded the strategies necessary for overcoming barriers, facing challenges, or striving for success.

Book excerpt: The purpose of this general qualitative study was to attempt to understand the lived experiences of black female superintendents, an underrepresented group in the school superintendency. I sought to identify the supportive constructs leading to the superintendency, the barriers to overcome in pursuit of the superintendency, and how the black female superintendent experience has changed over time. We employed a purposive sample in the recruitment of study participants. The six participants of this study are retired and practicing black female superintendents in the state of Georgia. Three are retired and served 1984-1999, the period closest to the year of appointment of the first black female; the other three currently practice in GA, and they accepted their appointments during or after 2000. The primary means of data collection for this study was the use of semi-structured interviews. Through the utilization of coding, I was able to categorize then reduce chunks of data into meaningful units as I looked to connect the codes to provide insight or explain the phenomenon of the black female superintendency in GA. Thematic analysis was conducted to generate a set of themes surrounding the superintendents' experiences collected from the in-depth interviews to attempt to answer the research questions of the study. These themes were: (1) What are the lived experiences of black female superintendents in Georgia? (2) What obstacles or barriers do black female superintendents have to overcome? (3) What are the commonalities among experiences of black female superintendents? (4) How have the experiences of black female superintendents changed over time? The six themes identified in the data analysis include chartering new territory, the inner circle, race and gender matters, getting there, evolution of the black female superintendency, and second set of rules. Filtering boundaries and black feminist thought are the lenses, through which, I analyzed and interpreted the vulnerabilities of black women to screening-out processes in pursuit of executive school leadership and to determine if gender, racism, or race-related influences are barriers to the superintendency. Evidence from the study suggested that there are particular barriers that thwart the career advancement of black female educators in Georgia.

Data were collected from semi-structured interviews, an online focus group, and a writing prompt providing advice to aspiring superintendents. Data analysis involved the coding of themes gleaned from interviews, an online focus group, writing prompts, and lived experiences shared by participants. The findings of this study suggest a number of preparation steps based on the review of the literature and the results of this study. Preparation, including diversifying learning opportunities and the acquisition of a doctorate degree, are recommended by the study. Other preparation suggestions urge women to get support systems and a mentor. Participants expressed the importance of participating in experiences that will provide exposure to the superintendency.

Book excerpt: Author's abstract: Although women actively seek advancement and constitute the majority of teachers in American public schools, they do not occupy many of the decisionmaking, administrative, or superintendency positions in education. This paper presents a perspective on the problem of women's lack of progression from entrylevel positions of leadership through superintendency. A qualitative, phenomenological methodology is used to illuminate the lived experiences of 16 women who were active in the position of American public school superintendent during the 2008-2009 academic year. The superintendents were of varied age, race, and family/marital status. The researcher describes the voice of women superintendents and their personal experiences through semi-structured, in-depth interviews. The purpose of this study was to understand the lived experiences of female superintendents who gave descriptions of their work lives, including their resilience and the obstacles they faced, in order to determine how female superintendents in Alabama, Florida, and Georgia were successful in obtaining their positions. This was accomplished through a series of interviews in three southeastern states with female superintendents who were either African American or Caucasian. Barriers to leadership opportunities for women and resilience factors were examined to help describe some of the reasons women continue to be underrepresented in the role of superintendent nationally and in these three southeastern states. Although gender discrimination affected most of the superintendents at some point, findings indicate that the most frequently stated barrier was conflicting career and family demands, and the most frequently stated strategy for success was networking. The interviews yielded insight into the actual experiences and commonalities of the females in superintendent positions. All female superintendents interviewed reported high job satisfaction, and all except one agreed they would make the decision to seek leadership and superintendency again. Each of the superintendents expressed having strong support systems; all 16 had mentors who encouraged them along the way, and they stated those relationships were vital for success at each stage of their career. Most stated that collaboration was the most effective style of leadership unless the situation required an authoritarian approach. Other important leadership characteristics included communication, vision, problemsolving, critical thinking and risk taking.

Book excerpt: While women comprise the majority of those employed in K-12 school districts, educational administrators who are women, especially African American women, are underrepresented in the superintendency position. Broadly, the position of superintendent is one of the most gender stratified occupations in K-12 school systems, and African American women who seek career advancement in these systems face challenges that are unique when compared to African American men and White men and women. In particular, African American women face social stigmas related to the challenges of sexism, racism, and classism in career advancement. The reality of intersectionality further complicates these barriers and can be experiential deterrents that impact African American women during their advancement to the position of K-12 public school superintendent. This study explored the lived experiences of seven African American women who have ascended to the position of K-12 public school superintendent. Findings obtained through this qualitative research revealed five themes: (1) spirituality, (2) dual bias status, (3) supportive relationships, (4) preparation, and (5) self-care. In sum, insights gained through these themes fills a gap in the literature by offering greater understanding on how to mitigate the underrepresentation of African American women in this position.

It is even more infrequent for multiple African-American women to serve in the position of superintendent of schools in the same state. This historical qualitative study investigated and documented the history of African-American women who served in the position of public superintendent of schools in the state of Missouri. Research on the topic of African-American female superintendents is scarce. This study contributed to the growing body of research focused on the personal stories and experiences of African-American women who served and continue to serve as superintendents. The researcher documented factors and experiences the participants perceived as influential in their ascent to the position. Seven African-American females, either former or current superintendents in the state of Missouri, participated in this study. Personal interviews, along with a semi-structured interview schedule, served as the primary data collection method used to capture data for this study. A Black feminist thought lens was used to examine barriers and experiences of oppression. Findings from this research identified the participants’ various paths to the superintendency, suggested that barriers of race, gender and oppression existed, highlighted perceived accomplishments, provided explanations for why multiple African-American females have served as public school superintendents in the state of Missouri, and proposed recommendations for aspiring African-American females interested in becoming a superintendent.

The central question guiding this study was: How do African American female superintendents describe their success and perseverance achieving the school superintendent position? The subquestions for this study were designed to explore in deeper detail how African American female superintendents describe their path to success in achieving superintendence and how they describe the experiences and strategies that contributed to their perseverance in superintendence. Data collection included individual interviews with 11 past and present superintendents of school districts in the Commonwealth of Virginia, a focus group interview with five participants, and participants’ documents and personal artifacts. Data analysis involved organizing and coding the data to reflect the research subquestion areas of success and perseverance, to produce two major themes: desire to succeed and determination to continue. Findings included study participants’ descriptions of their experiences as challenging with gender and race presenting obstacles to their leadership progression, but they viewed their impact on others as a significant motivator to persist. Additionally, all agreed success is achievable when there are supportive professional and personal networks in place to undergird their efforts to lead.

However, things have changed drastically for school boards over the past few years. No longer are school boards the forgotten players in school governance. Instead, school boards often find themselves in the center of controversies stemming from the intrusion of political partisanship into local governance structures which historically, and for the purposes of sustained democratic educational governance, were intentionally intended to be non-partisan elected boards. However, this is where many school boards find themselves today. The chapters in this volume address several key questions school board members are currently facing as they struggle to protect some of our country’s earliest guardrails of democracy; local control of schools. To be sure, school boards are no longer the forgotten players. Implications of this may be wide reaching and therefore deserve room in the current literature on educational governance. Volume II of the Research on the Superintendency series highlights recent research on school boards, local control, governance, and the superintendency. Each chapter is briefly described and the chapters are in a particular order that readers may wish to pay attention to as they enjoy the book. The first three chapters deal with local control in both rural and urban settings. The next two chapters are studies focused mainly on school boards and how their roles have shifted over the years followed by a chapter on the relationship between school boards and their superintendents within a regulatory environment and the level of stress it can bring to board members and superintendents. The final five chapters describe recent superintendent research that is closely linked to school governance or school board policies. Book excerpt: A qualitative phenomenological study examined the challenges and barriers women superintendents encountered in their quest for and service as superintendents in Louisiana, Mississippi, and Texas. Women make up most teaching positions today, but men dominate the superintendent’s office. A correlation should exist between the number of women teachers and the number of women leaders. However, women account for less than one-quarter of superintendents in the United States, while men occupy most positions. A qualitative research design was employed to gain a deeper understanding of the problem. After gathering information from research participants, I performed an interpretative phenomenological analysis to identify the commonalities among human experiences. A demographic information survey and semistructured interviews were used to collect data. Social role theory and role congruity theory provide the framework for explaining the barriers preventing women from ascending to supervisory positions and strategies to mitigate them. There were recurring themes revealed in the responses of these seven women, which provided answers to these two research questions. Themes discussed throughout this section were (a) agentic versus communal disposition, (b) stereotypical viewpoint stereotyping, (c) familial commitments, (d) gender socialization, (e) good ole boys’ network, (f) harassment and career assassination (backlash effect), (g) recruitment practices (glass ceiling), (h) school board relations, and (i) mentoring. Through sharing the perception of senior level leaders experiences, potential strategies for breaking through the glass ceiling may be developed. In recent years, the school turnaround model has emerged as a swift, dramatic, comprehensive approach to implementing interventions in the lowest performing schools (Calkins, Guenther, Belfiore, & Lash, 2007) where incremental school improvement efforts have failed. Such schools require school leaders who demonstrate a sense of urgency and address underperformance with immediacy and targeted actions (Fairchild & Demary, 2011). African American female principals often lead chronically low performing schools that require turnaround efforts (Murtadha and Larson, 1999). However, documented accounts of their lived experiences are extremely limited in scholarly literature (Clemmons, 2012). This research seeks to close the gap in literature on the experiences of African American women principals. Situated in Black Feminism and Black Women's Standpoint Theory, this study redefines what it means to be a Black woman (Collins, 1998) school leader and assesses African American women's shared experiences, perceptions, and how social and oppressive constructs impact their lives and leadership. This research also critiques the educational system and the turnaround model through the lens of Black women leaders' experiences in order to spark new thinking and new approaches to address chronically low performing schools and bring awareness to the potentially oppressive structures which African American women educators experience as leaders. Furthermore, this research examines how Black women principals determine their identities, function as leaders, and overcome obstacles to be inspirational and successful school leaders of turnaround model schools. Turnaround principals in this study have courageously, selflessly, and voluntarily worked in grim educational situations, and they have all prevailed. This research reveals the women have focused on a growth mindset, relationship building, and ownership and accountability to drive school turnaround. However, at the core of their leadership is an endless passion and unwavering commitment to providing a quality education for all children. The results of this study have implications on education policy, policy-makers, and school turnaround practices.

Book excerpt: "Since the late 1980s, there has been research on the topic of female superintendents that has addressed white women and minority women alike; however, research indicates that there are marked differences regarding the issue of access as it pertains to this level of professional leadership for African American women. Due to the exclusion of their voices in readily accessible literature, and despite a growing number of dissertations on similar topics, the black female educational executive's voice has been all but overlooked. An African American female's role as a school district leader is greatly informed by race and gender. Therefore, these roles must be critically studied through the lenses of race and gender to be useful for African American women. This study explores the career experiences of 13 African American women in district level leadership positions, including seven non-superintendent district leaders and six superintendents. This qualitative study, using the lens of Black Feminist Thought, analyzes the similarities and differences of career experiences for African American female district executives, along with the effects of professional and personal support systems, on their respective experiences. The road to district level leadership and particularly the superintendency is a different road for African American women, and in order to increase access for this underrepresented group, their experiences must be shared. This study was written by an African American woman, featuring African American women, and for African American women as the target audience.
