Book excerpt: Defining a “statesman” as “a successful politician who is dead,” Thomas Brackett Reed gave himself some latitude in pursuing his goals as a congressional leader. His leadership style is encapsulated in the Reed Rules, which serve as the institutional foundation of the modern House of Representatives and as a metaphor for the practice of power politics for partisan ends. Thomas Brackett Reed tells the story of a roller-coaster career in the Gilded Age. Speaker Reed reached a pinnacle when Republicans enacted landmark legislation in the aftermath of a transformation of parliamentary procedure spearheaded by his dramatic refusal to recognize delaying tactics permitted under the rules in 1890. Months later, Reed led Republicans to a disastrous off-year election, which cost his party unified governmental control and left it with only 26 percent of House seats. He returned as Speaker of the House in the late 1890s, when he became alienated from other Republicans over the issue of American expansionism. Combining extensive archival research with political science findings, Robert Klotz offers a balanced portrayal of Reed’s leadership in Congress. While empowering the House majority party to govern, the Reed Rules can also elevate partisan discord by allowing majorities to craft bill-specific special rules and to neglect opposing viewpoints. Ultimately, the biography illuminates the transcendent challenge of finding compromise in polarized politics.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Life of Thomas Brackett Reed It is inevitable that one writing the Life of Thomas B. Reed should be drawn into a discussion of the most important questions before Congress during his long period of service; yet I have made the consideration of them entirely secondary to the recording of his course upon them, and have endeavored to permit him to present his own view in his speeches, letters, and other writings. The great questions before the country while he was in Congress were the Southern and race issues, the Greenback and silver questions, the procedure of the House (and especially obstruction), and civil-service reform and the settlement of the monetary standard. Through perhaps half of the Congresses there was a dead level of routine legislation, hardly relieved, although accompanied by the perennial discussion of the tariff. This routine, while not appealing to the imagination, presents much of importance in the development of the country and the shaping of its practical processes of government, and it cannot be neglected. Book excerpt: This is a political history of nuclear weapons from the discovery of fission in 1938 to the nuclear train wreck that seems to loom in our future. It is an account of where those weapons came from, how the technology surprisingly and covertly spread, and who is likely to acquire those weapons next and most importantly why. The authors’ examination of post Cold War national and geopolitical issues regarding nuclear proliferation and the effects of Chinese sponsorship of the Pakistani program is eye opening. The reckless “nuclear weapons programs for sale” exporting of technology by Pakistan is truly chilling, as is the on-again off-again North Korean nuclear weapons program.

Book excerpt: “The Cold War . . . was a fight to the death,” notes Thomas C. Reed, “fought with bayonets, napalm, and high-tech weaponry of every sort—save one. It was not fought with nuclear weapons.” With global powers now engaged in cataclysmic encounters, there is no more important time for this essential, epic account of the past half century, the tense years when the world trembled At the Abyss. Written by an author who rose from military officer to administration insider, this is a vivid, unvarnished view of America’s fight against Communism, from the end of WWII to the closing of the Strategic Air Command, a work as full of human interest as history, rich characters as bloody conflict. Among the unforgettable figures who devised weaponry, dictated policy, or deviously spied and subverted: Whittaker Chambers—the translator whose book, Witness, started the hunt for bigger game: Communists in our government; Lavrenti Beria—the head of the Soviet nuclear weapons program who apparently killed Joseph Stalin; Col. Ed Hall—the leader of America’s advanced missile system, whose own brother was a Soviet spy; Adm. James Stockwell—the prisoner of war and eventual vice presidential candidate who kept his terrible secret from the Vietnamese for eight long years; Nancy Reagan—the “Queen of Hearts,” who was both loving wife and instigator of palace intrigue in her husband’s White House. From Eisenhower’s decision to beat the Russians at their own game, to the “Missile Gap” of the Kennedy Era, to Reagan’s vow to “lean on the Soviets until they go broke”—all the pivotal events of the period are portrayed in new and stunning detail with information only someone on the front lines and in backrooms could know. Yet At the Abyss is more than a riveting and comprehensive recounting. It is a cautionary tale for our time, a revelation of how, “those years . . . came to be known as the Cold War, not World War III.”

Available in PDF, EPUB and Kindle. Book excerpt: The earliest known prison memoir by an African American writer—recently discovered and authenticated by a team of Yale scholars—sheds light on the longstanding connection between race and incarceration in America. “[A] harrowing [portrait] of life behind bars . . . part confession, part jeremiad, part lamentation, part picaresque novel (reminiscent, at times, of Dickens and Defoe).”—Michiko Kakutani, The New York Times NAMED ONE OF THE BEST BOOKS OF THE YEAR BY SAN FRANCISCO CHRONICLE In 2009, scholars at Yale University came across a startling manuscript: the memoir of Austin Reed, a free black man born in the 1820s who spent most of his early life ricocheting between forced labor in prison and forced labor as an indentured servant. Lost for more than one hundred and fifty years, the handwritten document is the first known prison memoir written by an African American. Corroborated by prison records and other documentary sources, Reed’s text gives a gripping first-person account of an antebellum Northern life lived outside slavery that nonetheless bore, in its day-to-day details, unsettling resemblances to that very institution. Now, for the first time, we can hear Austin Reed’s story as he meant to tell it. He was born to a middle-class black family in the boomtown of Rochester, New York, but when his father died, his mother struggled to make ends meet. Still a child, Reed was placed as an indentured servant to a nearby family of white farmers near Rochester. He was caught attempting to set fire to a building and sentenced to ten years at Manhattan’s brutal House of Refuge, an early juvenile reformatory that would soon become known for beatings and forced labor. Seven years later, Reed found himself at New York’s infamous Auburn State Prison. It was there that he finished writing this memoir, which explores America’s first reformatory and first industrial prison from an inmate’s point of view, recalling the great cruelties and kindnesses he experienced in those places and excavating patterns of racial segregation, exploitation, and bondage that extended beyond the boundaries of the slaveholding South, into free New York. Accompanied by fascinating historical documents (including a series of poignant letters written by Reed near the end of his life), The Life and the Adventures of a Haunted Convict is a work of uncommon beauty that tells a story of nineteenth-century racism, violence, labor, and captivity in a proud, defiant voice. Reed’s memoir illuminates his own life and times—as well as ours today. Praise for The Life and the Adventures of a Haunted Convict “One of the most fascinating and important memoirs ever produced in the United States.”—Annette Gordon-Reed, The Washington Post “Remarkable . . . triumphantly defiant . . . The book’s greatest value lies in the gap it fills.”—O: The Oprah Magazine “Reed displays virtuosic gifts for narrative that, a century and a half later, earn and hold the reader’s ear.”—Thomas Chatterton Williams, San Francisco Chronicle “[The book’s] urgency and relevance remain undiminished. . . . This exemplary edition recovers history without permanently trapping it in one interpretation.”—The Guardian “A sensational, novelistic telling of an eventful life.”—The Paris Review “Vivid and painful.”—NPR “Lyrical and graceful in one sentence, burning with fury and hellfire in the next.”—Columbus Free Press
