He then addresses the nature, origin and development of law, representative institutions and organic law as embodied in the U.S. Constitution, constitutional conventions and statute law. Luce was a member of the Massachusetts General Court, Lieutenant-Governor and member of Congress. An expert on legislative government, he was also a member of the Massachusetts Constitutional Convention of 1917-1919.
