Book excerpt: During the five decades since its origin, law and economics has provided an influential framework for addressing a wide array of areas of law ranging from judicial behaviour to contracts. This book will reflects the first-ever forum for law and economics scholars to apply the analysis and methodologies of their field to the subject of wildfire. The only modern legal work on wildfire, the book brings together leading scholars to consider questions such as: How can public policy address the effects of climate change on wildfire, and wildfire on climate change? Are the environmental and fiscal costs of ex ante prevention measures justified? What are the appropriate levels of prevention and suppression responsibility borne by private, state, and federal actors? Can tort liability provide a solution for realigning the grossly distorted incentives that currently exist for private landowners and government firefighters? Do the existing incentives in wildfire institutions provide incentives for efficient private and collective action and how might they be improved?

Available in PDF, EPUB and Kindle. Book excerpt: Created in the early 20th century to provide scientific management of the nation's forests, the U.S. Forest Service was, for many years, regarded as a model agency in the federal government. The author contends that this reputation is undeserved and the Forest Service's performance today is unacceptable. Not only has scientific management proven impossible in practice, it is also objectionable in principle. Furthermore, the author argues that the Forest Service lacks a coherent vision and prefers to sponsor only fashionable environmental solutions--most recently ecosystem management. Describing its history and failures, the author advocates replacing the service with a decentralized system to manage the protection of national forests.

Book excerpt: Prescribed burning is an important tool throughout Southern forests, grasslands, and croplands. The need to control fire became evident to allow forests to regenerate. This manual is intended to help resource managers to plan and execute prescribed burns in Southern forests and grasslands. A new appreciation and interest has developed in recent years for using prescribed fire in grasslands, especially hardwood forests, and on steep mountain slopes. Proper planning and execution of prescribed fires are necessary to reduce detrimental effects, such as the impacts on air and downstream water quality. Book excerpt: This report is about the Forest Service, U.S. Department of Agriculture (USDA) - who we are, what we do, and what we might be in the future. As the primary forestry agency of the United States, the Forest Service leads our Nation in natural resource management.Established in 1905, the Forest Service: Manages 193 million acres of national forests and grasslands. Shares responsibility, working in concert with State and local agents, for the stewardship of about 500 million acres of non-Federal rural and urban forests. Is the largest natural resource research organization in the world. Works with partners worldwide to protect global forest resources. Gifford Pinchot, the first Chief of the Forest Service, summed up the purpose of the Forest Service--"to provide the greatest amount of good for the greatest amount of people in the long run." As the 16th Chief of this agency, I proudly continue in the same tradition of caring for the land and serving people and invite you to join us in this mission. To fulfill its mission and manage the national forests, the Forest Service is organized into nine regions. Seven research stations, including the International Institute of Tropical Forestry and Forest Products Laboratory, provide the latest science for sound stewardship decisions. The Forest Service also provides funding and technical assistance to fulfill its role on non-Federal forest lands. In addition, the Forest Service provides international assistance in land stewardship and has its own Law Enforcement and Investigations unit responsible for enforcement of Federal laws and regulations governing national forest lands and resources. Leadership of these mission areas is listed in the rest of this section.
