The first two books under the title of The Japanese Party System were also published by Westview Press in 1986 and 1992. This book, Japan's New Party System, has a different purpose than the previous volumes. The first two books had as their task the presentation of a vast amount of material on the various parties of the 1955-1993 party system. Since 1955, Japanese politics and parties had been rather uneventful and predictable; consequently, many Japanese political scientists preferred to study other nations. Decade after decade, the Liberal Democratic Party (LDP) ruled Japan while the permanent opposition party, the Japan Socialist Party GSP) revolved around it but could never even come close to replacing it in power on the national level. All of this changed in 1993 after the LOP split, new parties emerged and formed a non-LOP government, and a new party system began. This book is about the Second Party System and how Japanese politics has changed from the old LOP-dominated First Party System.

In Arbiters of Patriotism, John Person explores the lives of two of the most notorious right-wing intellectuals responsible for leading such attacks in prewar and wartime Japan: Minoda Muneki (1894–1946) and Mitsui Kōshi (1883–1953) of the Genri Nippon (Japan Principle) Society. As fervent proponents of Japanism, the ethno-nationalist ideology of Imperial Japan, Minoda and Mitsui appointed themselves judges of correct nationalist expression. They built careers out of publishing polemics condemning Marxist and progressive academics and writers, thereby ruining dozens of livelihoods. Person traces Japanism’s rise to literary and philosophical developments in the late-Meiji (1868–1912) and Taisho (1912–1926) eras, when vitalist theories championed emotion and volition over reason. Founding their ideas of nationalism on the amorphous regions of the human psyche, Japanists labeled liberalism and Marxism as misunderstandings of the national particularities of human experience. For more than a decade, government agents and politicians used Minoda’s and Mitsui’s publications to remove their political enemies and advance their own agendas. But in time they came to regard both men and other nationalist intellectuals as potential thought criminals. Whether collaborating with the government to crush the voices of class struggle or becoming the targets of police surveillance themselves, Minoda and Mitsui came to embody the paradoxically hegemonic yet arbitrary nature of nationalist ideology in Imperial Japan. This book examines the impact the 1993 general election had on Japanese politics. Although the LDP regained the position of a ruling party within a year, Hori questions whether the Japanese political system has managed to maintain the same efficacy as it had prior to 1993. Using institutional analysis Hori argues that this fundamental change caused major institutional transformations; a decline in the importance of LDP organisations in the decision-making process of the government and the Diet, weakened management of the LDP through factions, and detached attitudes of LDP members to MOF bureaucrats. Hori analyzes three cases, one prior to and two after the 1993 election, illustrating just how ineffective the close cooperation between MOF bureaucrats, LDP executives and faction leaders became.
